** POSITION SUMMARY****:
** Responsible for providing overall leadership, direction, and oversight of the Senior Services program, ensuring effective program operations, quality service delivery, fiscal accountability, regulatory and contractual compliance, and achievement of departmental goals. This position is responsible for strategic planning, budget and grant administration, staff leadership, program performance and quality improvement, funding development, and oversight of services across all counties of operation.
** ESSENTIAL JOB FUNCTIONS****:
*** Provides overall leadership, direction, and oversight of the Senior Services Department, including program operations, administration, fiscal management, billing, contractual compliance, staffing, service delivery, and achievement of departmental goals and objectives.
* Directs and oversees the operation of Senior Services programs across all counties of operation, ensuring services are effectively delivered, meet identified community needs, and comply with applicable organizational, state, and federal requirements.
* Provides leadership and supervision to Senior Services management and program staff; establishes performance expectations, conducts performance evaluations, supports professional development, and promotes accountability and high-quality performance.
* Develops, implements, and monitors departmental goals and strategic initiatives consistent with You Thrive Florida's mission, organizational priorities, contractual requirements, and the evolving needs of older adults.
* Develops, administers, and monitors program budgets for General Revenue, Older Americans Act, and other Senior Services funding sources for each county of operation.
* Works collaboratively with the Finance Department to monitor expenditures, revenues, billing, financial performance, contract budgets, amendments, and annual contract updates to ensure fiscal accountability and compliance with funding requirements.
* Ensures compliance with all applicable local, state, and federal laws, regulations, funding requirements, contractual obligations, program standards, and You Thrive Florida policies and procedures.
* Completes, reviews, modifies, and submits grant applications and funding proposals to local, state, and federal funding agencies to support the continuation, sustainability, and expansion of Senior Services programs.
* Identifies and pursues opportunities for programmatic growth and funding diversification, including new grants, contracts, partnerships, services, and other resources that support the department's strategic objectives.
* Prepares and submits quarterly reports to the You Thrive Florida Board and provides information regarding departmental accomplishments, financial performance, program outcomes, challenges, risks, and future priorities.
* Oversees the timely and accurate completion of required monthly, quarterly, annual, financial, programmatic, and performance reports for funding agencies, regulatory entities, and organizational leadership.
* Establishes and monitors quality assurance and performance improvement processes to ensure effective service delivery, accurate documentation, compliance, productivity, and positive outcomes for clients.
* Monitors program performance and service utilization, utilizing financial, operational, demographic, and client data to identify trends, service gaps, risks, and opportunities for improvement.
* Drives programmatic best practices and continuous quality improvement throughout Senior Services and ensures effective implementation of evidence-informed and contractually required practices.
* Leads preparation for annual and periodic funding agency, state, and federal monitoring visits, including coordinating departmental readiness, reviewing documentation, responding to inquiries, and ensuring timely resolution of findings and corrective actions.
* Oversees the procurement and subcontracting process for Senior Services, including preparation of Requests for Proposals, review and evaluation of submitted bids, selection of qualified subcontractors, and execution and monitoring of service agreements.
