The Land Development Division provides technical review and oversight of land development applications, manages performance and erosion and sediment control bonds, maintains land development records, provides professional guidance to other County agencies related to land development, and provides exemplary customer service.

Responsibilities
  • Intake and processing of performance and grading bonds and determining their conformance with County regulations;
  • Processes bond extensions agreements, bond reductions, releases, substitutions, and riders;
  • Assists in the coordination of sending extension letters for all bonds;
  • Assist in the compiling of the bi-monthly Bond Committee Minutes;
  • Assists in generating key performance metrics for presentation to Bond Committee;
  • Conducts the final closeout of all bonds;
  • Provides technical expertise and advises on issues regarding performance agreement submissions;
  • Acts as a subject matter expert for any external question related to bonding.

This temporary bonds technician position will be assigned responsibility for managing Performance Bonds identified as being in default, issuing corresponding notices, handling communications related to extensions, and resolving past-due agreements to mitigate legal risks. Duties include verifying and updating bonded project contact information, invoicing, processing extension requests, and recording Extension Fee revenue and liabilities accurately within the correct fiscal year.

The position will also be responsible for reporting and calculating revenue and liabilities overdue by fiscal year, and document processing times. This position will be responsible for providing regular bi-weekly status updates to management for reporting purposes. Other duties related to bond processing may be assigned as necessary.

Qualifications

The successful candidate must have superior customer service skills, the ability to navigate an intricate land development process, and aptitude to perform a multitude of administrative and bond processing tasks. The chosen candidate must have strong and effective written and verbal communication skills and intermediate skills in using computers, and Microsoft Office. Strong organizational skills, the ability to be a reliable team member and the ability to work independently are musts for this position.

Knowledge and experience of bonds management is a plus.

Compensation and Education

Hiring salary commensurate with experience.

High School Diploma or its equivalent; four (4) years related work experience; or equivalent combination of education and experience. Bachelor's degree is preferred.

Background Checks

Must undergo pre-employment criminal, credit, and DMV background checks. A valid driver's license and a satisfactory driving record are required. Annual reviews of driving records are conducted to confirm continued eligibility.
