Program Coordinator – Group Supported Employment Position Overview

Under the supervision of the Program Manager, Supported Employment, the Program Coordinator – Group Supported Employment (PC-GSE) is responsible for overseeing participant services and designated enclave and mobile work crew employment sites within ECHO's Group Supported Employment Program.

This position provides day-to-day program coordination, supervises Employment Support Specialists, supports contract administration and worksite operations, and helps ensure high-quality employment services for individuals with intellectual and developmental disabilities.

The Program Coordinator serves as a key liaison among ECHO participants, families, Support Coordinators, IDD teams, host businesses, and other community partners. This position also supports ECHO's compliance with applicable federal, state, local, Medicaid, licensure, and accreditation requirements.

Staff Supervision and Leadership
  • Provide direct supervision to Employment Support Specialists (ESS) within the Group Supported Employment Program.
  • Oversee staff scheduling, performance monitoring, evaluations, leave approvals, disciplinary actions, record monitoring, training, recognition, and participation in hiring and separation decisions.
  • Provide coaching, feedback, and support to ensure staff performance aligns with program and agency expectations.
  • Provide daily operational support and coverage for ESS staff as needed, including performing ESS duties during absences, callouts, or periods of reduced staffing.
  • Ensure staff are trained on participant-specific needs, Individual Support Plan outcomes, protocols, workplace expectations, and documentation requirements.
Documentation, Billing, and Record Compliance
  • Review and approve daily service notes to ensure accuracy, quality, completeness, and timeliness.
  • Review and/or enter participant service time in Vertex to support accurate and timely billing.
  • Ensure WaMS records are current, including service authorizations and Individual Support Plans, and follow up on discrepancies or outstanding issues.
  • Monitor the accuracy and integrity of participant records.
  • Ensure documentation for individuals receiving services meets applicable Medicaid, DBHDS Licensure, CARF, and other regulatory and oversight requirements.
  • Maintain current ISP-related documentation, annual paperwork, protocols, and supporting records for assigned participants.
  • Ensure required documentation is distributed to appropriate staff and team members.
Person-Centered Planning and Caseload Management
  • Participate in the Individual Service Planning process.
  • Develop ISPs/PCPs in collaboration with participants, families, Support Coordinators, case management teams, and employment support staff.
  • Write professional, comprehensive plans and related reports for an assigned caseload.
  • Complete quarterly participant reports according to PCISP timelines.
  • Ensure staff understand and consistently implement participant ISP outcomes, protocols, and support strategies.
  • Maintain current ISP-related and annual documentation for participants on the assigned caseload.
  • Communicate participant progress, needs, concerns, and changes to appropriate members of the support team.
Program and Employment Site Coordination
  • Maintain regular communication with families, residential providers, Support Coordinators, and other team members to support successful employment placements and effective coordination of services.
  • Develop and maintain positive working relationships with host companies and employment partners.
  • Follow up with host businesses to resolve operational, participant, staffing, or service-related concerns.
  • Support the administration and coordination of employment site contracts and day-to-day worksite operations.
  • Conduct monthly utilization reviews for assigned participants and support efforts to ensure available program slots are appropriately utilized.
  • Monitor participant attendance and support efforts to maintain the program's established attendance threshold of 90%.
Meaningful Employment and Community Engagement
  • Collaborate with Employment Support Specialists and other staff to identify, recommend, and implement meaningful worksite and community-based activities.
