Senior Manager Engineering & Construction Projects
J&J is recruiting for a Senior Manager Engineering & Construction Projects reporting to the Sr Director, Project Management EMEA and based in Leiden, Netherlands. The role is accountable for the performance of assigned larger and more complex projects in the region, leading through flawless project execution and the oversight of scalable project delivery processes throughout the ideation, definition, execution and assessment phases.
The incumbent will drive innovation to ensure safety and quality, reduce cost and schedule, adopt learning internally and externally, oversee commissioning, qualification and validation of FDA and other agency‑regulated facilities, technology transfer and regulatory compliance for product manufacturing.
- Accountable to deliver a portfolio of small/medium (below $10M) facility projects for the Leiden Campus with an annual cash‑flow value of $10M‑15M, using a group of external project managers and engineering partners.
- Support or co‑lead Site strategic projects that have a facility component, taking project leadership or co‑leadership at appropriate stages of ideation, design, execution and assessment.
- Build collaboration across functional areas with Business Partners, aligning sponsors, and sharing management of key stakeholders and the core and extended team to deliver final project objectives.
- Manage project planning, tracking and reporting against key deliverables and objectives, establishing KPIs and improvement plans.
- Facilitate the project intake process, solutioning, stage gates and development of selected options for corporate approval.
- Determine appropriate project functions, resources and strategies via a Project Execution Plan, considering complexity, business strategies, policy, regulations and local/national legislation.
- Develop a risk management methodology to identify, evaluate and manage risks, collaborating with sponsors, functional managers and team members to secure resources.
- Coordinate design, execution and closeout of all project‑related activities, managing internal resources, procurement of third‑party contractors, suppliers and consultants, and tracking progress to ensure delivery of final objectives including safety, scope, contract, construction, legal and corporate compliance, quality and FDA/agency regulatory requirements.
- Identify potential changes and manage requests with sponsors, core and extended teams.
- Facilitate project close‑out activities, ensuring operational handover, archiving, financial close, benchmarking and lessons learned, and providing feedback for continuous improvement.
- Identify key learning and development opportunities to enable progression to highly capable leadership and assist in evaluating value delivered versus the business need.
Education:
- Bachelor of Science degree in engineering required.
- Project Management Professional (PMP) or equivalent required.
- Proficiency in Microsoft Outlook, Word, Excel, Microsoft Project and PowerPoint required.
- Master’s degree preferred.
Experience & Knowledge –
Required:
- Minimum of 7 years of Project Management experience.
- Prior experience managing medium to large capital projects in Supply Chain, R&D, DCs or offices.
- Understanding of business needs and ability to translate them into engineering concepts.
- Technical knowledge to understand complex technology‑based issues.
- Ability to lead and motivate remote and virtual teams and stakeholders.
- Process‑oriented and process knowledgeable.
- Excellent listening and problem‑solving skills in managing conflicts within regions when implementing global standards and guidelines.
- Understanding of complex technical/regulatory issues impacting products.
- Proven track record of developing strong partnerships at all levels within the organization, internally and with business partners (Real Estate, Facilities Management, Finance, Engineering, Operations).
- Good working knowledge of project controls in cost and schedule development, financial assessment and management of budget and schedule.
- Manufacturing experience in FDA or other regulated environments from design through startup.
- Experience and skills in contracting and negotiation.
- Track record of good collaboration with Real Estate, Finance and Facilities Management.
Preferred:
- Familiarity with J&J Project Management approaches (FPX & Project Delivery Process).
