Description
Performs intermediate technical work in the inspection of construction projects for specification compliance, reviewing engineering drawings for constructability, and related work as apparent or assigned. Work is performed under general direction from a Project Manager or Senior Construction Inspector. This position is deemed essential and performs work during emergency or disaster situations as required.
Essential Job Functions- Inspects construction work in progress and upon completion for quality of work and compliance with approved plans, specifications, and ordinances including new subdivision and new site development projects.
- Reviews plans, permits, and construction drawings for proper location and placement of infrastructure items including water and sewer lines, valves, hydrants, laterals, manholes, curbs, sidewalks, and storm drainage; ensures compliance with adopted specifications, Town standards, and regulatory requirements.
- Monitors tests in the field; coordinates the activities of third-party testing agencies and contractors and reviews third party practices.
- Inspects and monitors construction on Town sponsored infrastructure projects including paving, water, sewer, and storm drainage projects. Completes daily reports for Town projects as necessary.
- Meets with contractors, engineers, owners, and architects to clarify construction requirements; informs contractor of non-compliance and advises as to corrective actions.
- Investigates reported detection of illicit connections and illegal non-point stormwater discharges for compliance with the Town's NPDES Phase II Permit.
- Reviews as built and record drawings for accuracy and completeness.
- Receives and responds to citizen inquiries and complaints; initiates necessary response activities with the appropriate town departments.
- Monitors job site safety for Developer and Town projects, ensuring construction activities are completed in a safe manner and in accordance with all OSHA and Town safety requirements.
- Completes Erosion Control reports and Stormwater Control Measure Inspections in accordance with NCDEQ’s requirements.
- Proactively resolves problems or issues as observed.
- Communicates effectively with client, contractor, town staff, and supervisor.
- Regularly demonstrates the Town’s core values of respect, engagement, supportive work environment, communication and service excellence. Leads others to do the same.
- Other responsibilities as assigned.
- Associates/technical degree with coursework in engineering, construction management, or related field and moderate experience in municipal street and utility construction and/or maintenance.
- Moderate (1-3 years) inspection experience.
- Prior inspection, engineering, or other technical experience is preferred.
- Possession of an appropriate driver's license valid in the State of North Carolina.
- Possession of or ability to obtain Level I Erosion Control Inspector certification within six months of hire.
- Possession of Stormwater SCM Inspection & Maintenance certification within six months of hire.
- Possession of or ability to obtain OSHA 10-hour certification within 12 months of hire.
- Possession of or ability to obtain NCDOT QMS Introduction to Asphalt Pavements within 1 year of hire.
- General knowledge of construction practices, techniques, materials, and equipment relating to public infrastructure.
- General knowledge of engineering plans, specifications, and drawings.
- General knowledge of permits and other regulatory approvals.
- General knowledge of standard hardware and software.
- Ability to make arithmetic computations using whole numbers, fractions, and decimals.
- Ability to compute rates, ratios, and percentages.
- Ability to operate a variety of office and computer equipment.
- Ability to read and interpret plans, specifications, and blueprints and to compare them with various aspects of construction in progress.
- Ability to detect errors in construction projects.
- Ability to establish and maintain effective working relationships with associates, supervisors, citizens, consultants, contractors, engineers, and the public.
