Position: Lead IT Specialist (INFOSEC/ CUSTSPT) with Security Clearance
Duties
* Serves as the Information Assurance Manager (IAM) and primary technical authority for information system security across the Military Treatment Facility (MTF).
* Conducts risk assessments, evaluates system vulnerabilities, and implements countermeasures to protect systems from unauthorized access, disclosure, modification or destruction.
* Manages the full system security authorization lifecycle for all information systems and networks in accordance with the DoD/DHA Risk Management Framework (RMF).
* Prepares and maintains system security plans, risk assessments, contingency plans, and security test and evaluation documentation.
* Develops security specification and provides expert guidance for the acquisition of new hardware, software, and services, ensuring cybersecurity requirements are incorporated into the system development lifecycle.
* Administers and maintains cybersecurity tools and servers including the Host Based Security System, Assured Compliance Assessment Solution, Retina Vulnerability Scanner, Windows Server Update Services, and other mandated platforms. Requirements Conditions of employment
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
* Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
* This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
* Position may be designated as Mission Essential. The incumbent will be required to report to work during times of contingency operations, natural disasters, extreme weather or other emergency situations.
* This position is at the IAT-II Level. Personnel assigned to this position must obtain the appropriate certification within six months of being assigned. Specialized and Other

Experience:

One year of specialized experience which includes ensuring IT systems comply with security policies and regulations; using automated scanning tools to identify and mitigate network vulnerabilities; preparing or reviewing security documentation to authorize systems to operate; and providing technical guidance, training, or project leadership to other team members. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations;

occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations;

knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
