Position Summary & Responsibilities

The Kansas Department of Health and Environment – Bureau of Waste Management is seeking an individual who is passionate about environmental protection and enforcing regulations designed to prevent mismanagement of waste and pollution. The successful candidate should have high-level perception and strong verbal and written communication skills.

Key responsibilities include:

  • Conducting compliance evaluation inspections at permitted solid waste facilities and hazardous waste generators.
  • Communicating with the regulated community and responding to citizen complaints.
  • Documenting violations and drafting inspection reports.
  • Reviewing inspection reports for enforcement decisions.
  • Drafting enforcement-related documents such as penalty assessments and administrative orders.
  • Providing testimony in administrative hearings.
  • Overseeing the drafting of Consent Agreements (CA) and Administrative Orders (AO).
  • Supervising staff recommendations for formal enforcement action and tracking facility progress on Supplemental Environmental Projects (SEPs).
  • Providing expert technical advice on environmental regulatory interpretations and policies.
  • Representing the bureau during administrative hearings and judicial actions involving prepared orders.
  • Conducting enforcement background investigations for draft solid waste permits and grant applications.
  • Managing a team of four staff members, including work assignments, performance evaluations, and staff development.

The typical work week is 40 hours with up to 50% travel required. A flexible schedule is available.

Qualifications
  • Education: High School or GED.
  • Licensing & Certification: Valid driver’s license.
  • Minimum Qualifications: Four years of a degree in environmental, agricultural, or natural sciences/resources plus one year of experience in an environmental program or project area.
Preferred Qualifications
  • Four years of bachelor’s experience in accounting, finance, or a related field.
  • Proficiency in Word, Excel, PowerPoint, and Access.
  • Strong proofreading, editing, and attention to detail.
  • Current 40‑hour HAZWOPER training.
  • Knowledge of state and federal laws and regulations related to solid and hazardous waste management.
  • Experience conducting solid waste or hazardous waste inspections.
  • One year’s experience with solid waste, hazardous waste, or other environmental enforcement.
