Position Summary & Responsibilities Position Summary

Program Leadership and Management

Provide strategic leadership for the Maternal and Child Health (MCH) program, ensuring alignment with federal Title V priorities and state health goals. Oversee the development and implementation of the Title V needs assessment, state action plan, and annual reporting. Manage program budgets, ensuring efficient allocation and compliance with federal and state funding requirements. Approve expenditures for investments and budget recommendations not originally allocated with guidance from the Bureau Director.

Supervise and mentor MCH staff, including direct supervision and coaching for the Title V Special Health Care Needs Director, Family Systems Consultant and Maternal Health Innovation program manager, fostering professional growth and ensuring program objectives are met. Engage directly with Section and Unit Directors to ensure alignment, coordination, and collaboration among staff, programs, and leadership. Ensure a collaborative and inclusive leadership approach that supports cross-team communication and synergy across all program areas.

Oversee the orientation, onboarding, and ongoing workforce development for core Title V staff, including MCH Epidemiologists and family leaders. Develop and sustain a comprehensive monitoring and evaluation plan to support data-driven decision-making and the use of evidence-based practices. This plan will guide the measurement framework for the Block Grant.

Program Development and Innovation

Monitor the development of evidence-based programs and initiatives to improve maternal and child health outcomes. Identify and support implementation of innovative strategies to address emerging public health issues affecting MCH populations. Monitor program performance and use data to drive decision-making and continuous improvement.
