1) Schedule Quality, Governance & “Delay Analysis Readiness.”
- Serve as the schedule technical authority, ensuring proposal, baseline, and update schedules meet best-practice CPM standards and can withstand third-party scrutiny.
- Establish and maintain schedule quality controls (QC), including logic integrity, relationship rules, lags, constraints, activity coding, calendars, and documentation standards.
- Ensure schedules are built and maintained to support defensible delay analysis:
- Clear critical path and near-critical path visibility
- Well-defined driving logic and minimal artificial float suppression
- Proper use of constraints (limited, justified, documented)
- Accurate identification of work sequences, interfaces, and commissioning ties
- Implement routine schedule health checks (e.g., logic density, missing/open ends, excessive lags, hard constraints, negative float, long durations, float path reasonableness).
- Develop and validate proposal schedules aligned with execution strategy, scope, estimate assumptions, major procurement lead times, and commissioning approach.
- Lead schedule risk discussions and support schedule basis of estimate narratives, milestone logic, and schedule-related clarifications/exclusions.
- Build high-quality Level 1–3 proposal schedules (as required), including key constraints, access windows, outage tie-ins, and owner/interface milestones typical to power generation EPC.
- Lead the creation and finalization of the baseline schedule, ensuring:
- Work breakdown structure (WBS) and activity structure support progress measurement
- Baseline is traceable to scope, estimate, contract milestones, and deliverables
- Assumptions, calendars, productivity, and logic are clearly documented in a Baseline Schedule Narrative
- Facilitate baseline reviews with project leadership, construction, commissioning, engineering, procurement, and subcontract partners to confirm buy-in and constructability.
- Manage periodic schedule updates (weekly/biweekly/monthly as required) with integrated earned value through the InEight project management suite.
- Integrate change events into the schedule with clear time-phased insertion and traceable cause-and-effect logic to support impact assessments.
- Flow down CPM schedule activities and dates to 90-day and 3-week short term scheduling templates.
- Prepare schedules for and support delay analysis methods commonly used in the power industry, including:
- Prospective Time Impact Analysis (TIA)
- Retrospective / windows analysis support (as required)
- Develop event fragment logic, document driving paths, and maintain contemporaneous records to support entitlement/causation discussions.
- Coordinate with project controls, contract administration, and legal/claims teams to ensure schedule evidence is complete, consistent, and defensible.
- Provide schedule narrative and analytics to project leadership: critical path drivers, milestone confidence, near-term lookaheads, constraints log, and commissioning readiness.
- Interface with engineering, procurement, construction, and commissioning teams to confirm handoffs, system turnovers, test packs, energization/steam blows, and operational readiness milestones.
- Produce schedule exhibits and dashboards for internal and external stakeholders.
- Create and maintain scheduling standards, templates, activity dictionaries, coding structures, and update procedures tailored for power EPC work.
- Mentor junior schedulers/analysts and train teams on schedule quality, status discipline, and delay-analysis readiness principles.
