Position Overview
The National Midterm Review Specialist will support the implementation of the mid‑term review of the SMART Agro‑ecological Transformation of Farming Systems towards Resilience and Sustainability in Middle and Coastal Zones of the Viet Nam Mekong Delta (STAR‑FARM).
Key Responsibilities- Review the relevant background documentation made available by the project team, including the project document, log frame, progress and final reports, workshop and technical reports, and other material listed in the MTR Concept Note.
- Contribute to the preparation of the inception report and data‑collection tools (questionnaires, checklists, interview protocols) as described in the concept note; participate in finalising the MTR team’s work programme where possible.
- Support primary data collection as outlined in the MTR matrix under the guidance of the International MTR Team Leader, gathering data and information through interviews and virtual meetings with relevant FAO staff and stakeholders during country visits, strictly for data collection purposes.
- Consolidate all evidence collected during the MTR process in a structured format following the key MTR questions and criteria.
- Ensure that all primary and secondary data collected are recorded and organised in a structured format, allowing triangulation of findings.
- Analyse and discuss evidence collected during the MTR with the MTR Team Leader to identify key findings, and contribute to the formulation of preliminary conclusions and recommendations, under consultation with the FAO project team.
- Deliver inputs (including written reports, as required) on specified assessment areas to all deliverers: the inception report, debriefing sessions, the draft MTR report, and integrate feedback. Support the International MTR Team Leader in finalising the report and present conclusions and recommendations to EU and the Government, as required.
- Advanced degree in Development studies, Agribusiness, Agricultural Economics, Agriculture, Rural Development or related fields.
- Minimum 6 years of experience evaluating international development projects, preferably EU‑funded or FAO‑implemented projects in the Mekong Delta.
- Working knowledge of English and Vietnamese (written and spoken).
- Nationality of Viet Nam or residence in the country with a valid work permit.
