Position: Intensive Supervision Officer/Case Manager I

Description

The purpose of this position is to enhance public safety by working to reduce the risk of probationers and to increase the percent of probationers successfully completing community corrections.

Essential Functions
  • Provide case management services to assigned clients in accordance with established state and local standards, and policy and procedures, and in accordance with evidence-based practices.
  • Conduct thorough risk/need assessments to target not only clients at greatest risk for re‑offending, but to target individual criminogenic needs. (Match level of supervision with overall risk/need.)
  • Target interventions to individual offender criminogenic needs. (Match treatment type to offender.)
  • Engage in supervision strategies that increase the likelihood of offender success and encourage long‑term behavior change, such as motivational interviewing and cognitive thinking strategies, and effective practices in community supervision.
  • Hold offenders accountable for their actions by utilizing intermediate sanctions.
  • Maintain written documentation in case files of the supervision of clients in accordance with state and local standards, and policy and procedures.
  • Monitor the client’s progress; performance in any out‑of‑home placement.
  • Participate in and/or testify in court proceedings.
  • Observe drug screens and collect same sex urine samples as needed for the purposes of monitoring an offender’s sobriety.
  • Additional duties as assigned by the Director or designee.
Requirements Education

This position requires at a minimum, a bachelor’s degree in human services or related field.

License(s)/Certificate(s)

Obtain “Level of Service Case Management Inventory (LSCM‑I)” and/or “Youth Level of Service/Case Management Inventory (YLS)” certification. Obtain Motivational Interviewing certification and be able to apply motivational interviewing techniques with clients. Participate in a minimum of 40 job‑related hours of training each fiscal year, as funding allows.

Must be 21 years of age or older, possess a valid driver’s license, be free of any felony conviction or adjudication in this or any other state in any military tribunal, and not be registered on the Kansas adult or child abuse registry. Must have a personal vehicle for use when county vehicle is not available (employee reimbursement per County policy), and proof of liability insurance on such vehicle.

Experience

1‑year related experience required.

Skills

Requires the ability to administer assessments pursuant to the standards established by the Kansas Department of Corrections. Requires the ability to communicate effectively both verbally and in writing. (i.e., facilitating groups, giving presentations, between staff, with clients, while giving court testimony, etc.) Ability to work as a team member within a diverse work environment.

Ability to use proper judgment and to make good decisions with minimal supervision. Ability to demonstrate and deliver quality customer service. Requires ability to work independently in a two‑county area. Proficient in use of computers, windows‑based programs, and multiple software programs. Ability to establish and maintain effective working relationships with probation departments, outside service providers, and the community. Ability to listen to others to obtain understanding of different perspectives, values, and goals.

The duties of this job include physical activities such as stooping, kneeling, standing, reaching, walking, lifting and/or moving (up to 50 lbs.), grasping, talking, hearing/listening, seeing/observing and repetitive motions. Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus.

Work Environment

The work environment described is required to perform the essential functions of this job. Reasonable accommodations may be made to perform the essential functions.

The employee primarily works in an office setting and may require travel during working hours. This position requires work outside of the normal 8‑5 daytime schedule. The nature of the work may expose the employee to varying levels of stressful situations. Possible physical danger exists occasionally as employee works with a criminal population both in the field and in the office.

Due to the volume, scope, size of staff and nature of public service this office provides, full‑time regular attendance is essential.

Must be willing to travel throughout the judicial district and State of Kansas as necessary.
