Description

Position Summary

Incumbents in this series conduct inspections and maintain and administer the Division's inspection program for Massachusetts bridges and structures in accordance with the NBIS requirements (23 CFR Part 650 Subpart

C). They inspect bridges that meet NBIS definitions and may inspect other ancillary and appurtenant highway structures and perform other inspection related engineering duties as needed. The primary purpose is to ensure that bridges and related structures are safe for the traveling public in Massachusetts.

Duties and Responsibilities
  • Act as a Bridge Inspection Team Leader and perform structure inspection based on the AASHTO Bridge Inspector Reference Manual and department procedures (Bridge Inspection Handbook, MassDOT Tunnel Inspection policies).
  • Prepare for inspections by obtaining/reviewing plans and records and ensuring equipment/tool availability for all team members.
  • Maintain safety of inspection teams and the public by ensuring proper safety equipment and procedures, including inspections over water and railways.
  • Obtain/review plans, inspection records, rating reports, dive reports and maintenance records pertinent to bridge, tunnel and/or facility inspection.
  • Perform rapid overview walks at the start of inspections to identify problem areas requiring closer attention.
  • Report deficiencies following established procedures in the Bridge and Tunnel Inspection Handbook and existing policies.
  • Verify that equipment is collected and returned to proper storage after inspections.
  • Prepare inspection reports that describe the structure's condition using department-approved templates, forms, and electronic data collections systems, ensuring quality of inspections.
  • Perform other job-related duties as required.
Bonus Eligibility

This position is eligible for a five-thousand dollar ($5,000) signing bonus if newly hired rent MassDOT employees are not eligible. The signing bonus is paid in two parts: $3,000 in the first paycheck and $2,000 after the probationary period, both subject to applicable taxes.

Qualifications

Minimum Entrance Requirements

Applicants must meet the minimum entrance requirements for a Team Leader as per 23 CFR Part 650 Subpart C: (A) a Bachelor’s Degree in Civil or Structural Engineering from an ABET-accredited program, (B) Engineer-In-Training certification, and (C) at least two (2) years of full-time bridge inspection experience in a responsible capacity, and (D) completion of a FHWA-approved comprehensive bridge inspection training course, or (E) an equivalent combination under federal regulations.

Substitutions

  • Five (5) years’ experience in Bridge Inspector titles (Bridge Inspection Engineer I & II) and completion of FHWA training may substitute for the Bachelor’s Degree and EIT certification; or
  • Be a registered Professional Engineer with 6 months bridge inspection experience and FHWA training may substitute for the EIT certification and the inspection experience; or
  • An Associate’s Degree in Civil Engineering or Civil Engineering Technology and four (4) years of bridge inspection experience with FHWA training may substitute for the Bachelor’s Degree and EIT certification.
