Supervisor of Title I and Family Engagement

The Supervisor of Title I and Family Engagement provides leadership and support to students, families, school-based staff y's County Public Schools (SMCPS), and stakeholders within the SMCPS schools' community to foster a whole-child approach to improving student success. The Supervisor supports the implementation of federal, state, and local regulations for Title I and other programs including the Judy Center, educational equity and early childhood programming to ensure compliance with requirements and meet collaboration expectations across departments.

The Supervisor provides transparency, advocacy, and support for parents and families. The Supervisor will prepare reports and submissions. The Supervisor coordinates with the Director of Title I and Family Engagement with the supervision and evaluation of the SMCPS Office of Title I and Family Engagement programs and initiatives.

Essential functions include:

  • Ability to lead, support staff, and communicate professionally and effectively with internal and external stakeholders regarding the Office of Title I and Family Engagement programming
  • Demonstrate strong interpersonal skills to relate well with students, staff, administration, parents, colleagues, and the community

  • Demonstrate thorough knowledge of applicable Maryland laws, State Board of Education rules and regulations, Board of Education policies and regulations, procedures, and contractual and negotiated agreement obligations
  • Possess knowledge of the programs, policies, and procedures of St. Mary's County Public Schools
  • Knowledge of state and federal grant regulations, Uniform Grant Guidance, ESSA requirements, and COMAR regulations.
  • Knowledge of and experience designing and facilitating professional learning for diverse audiences including topics of educational equity and school improvement.

Duties and responsibilities include:

  • Supports the implementation and evaluation of the Office of Title I and Family Engagement programming and the appropriate staff
  • Provides oversight of the full day pre-kindergarten application process in alignment with the Blueprint for Maryland's Future Pillar 1;
    Educational Equity and Family and Community Engagement initiatives for the school system
  • Demonstrates working knowledge of Title I fiscal practices, the Title I budget, and each Title I school's budget and budgetary record-keeping
  • Assists with Title I grant applications, consolidated applications, participation reports, comparability requirements, Equitable Services and federal/state monitoring
  • Supports the development, implementation, and evaluation of School wide and School Improvement Plans and continuous improvement initiatives
  • Submits all required reports accurately and in a timely fashion
  • Supports the evaluation of the Office of Title I and Family Engagement programs, using qualitative and quantitative information to foster a whole-child approach to improving student success
  • Plans and supports student transition with students and families from early childhood to elementary and elementary to middle school
  • Fosters meaningful family engagement, community partnerships, and educational equity initiatives
  • Complies with all Local, federal, state, and local laws and regulations regarding data collection, progress monitoring, fiscal management, and required reporting
  • Makes programmatic recommendations to the Director of Title I and Family Engagement
  • Assists with the preparation of the Consolidated Application, including Title I, Educational Equity and School Improvement
  • Assists in the preparation of special reports related to grants braiding with larger grants on behalf of the Title I program when necessary
