Job Summary
Coordinates and performs fiscal, budgetary, procurement, payroll, grant, and administrative functions for the Department of Recreation and Parks. Assists with budget development and monitoring, financial reporting, purchasing, revenue tracking, payroll processing, grant administration, and related fiscal operations while ensuring compliance with County policies and applicable regulations. Performs other duties as assigned. The hiring salary for this position is $66,102 - $69,514 annually;
full salary range for this position is $66,102 - $113,734 annually.
Assists with the preparation, monitoring, and reconciliation of the department's operating and capital budgets;
Monitors expenditures, revenues, purchase orders, and budget balances; prepares financial reports and identifies variances for management review;
Coordinates procurement activities, including preparing purchase requisitions, processing invoices, monitoring contracts, and ensuring compliance with County purchasing policies;
Coordinates payroll processing for department employees, reviews payroll documentation for accuracy, and resolves routine discrepancies;
Assists with the administration of grant-funded programs by monitoring expenditures, preparing required documentation, and maintaining fiscal records;
Tracks and reconciles enterprise fund revenues, concession revenues, program receipts, and other departmental revenue sources;
Maintains fiscal records and prepares financial reports, spreadsheets, and supporting documentation. Serves as a liaison with the Department of Finance, vendors, grant agencies, and other County departments regarding fiscal and administrative matters;
Coordinates administrative processes and provides guidance to department staff regarding purchasing, payroll, budget, and fiscal procedures;
Supervises assigned administrative staff and coordinates work assignments as applicable;
Monitors compliance with applicable County policies, financial procedures, grant requirements, and internal controls;
Performs other related duties as assigned.
Ability to gain thorough knowledge of St. Mary's County Government policies and procedures;
Ability to act as a representative of St. Mary's County Government to the public;
Knowledge of governmental budgeting, purchasing, payroll, financial recordkeeping, and internal control principles;
Knowledge of grant administration and financial reporting requirements;
Ability to prepare, reconcile, analyze, and maintain accurate financial records and reports;
Ability to interpret and apply policies, procedures, and regulations;
Ability to prioritize multiple assignments, manage competing deadlines, and maintain attention to detail;
Ability to communicate effectively, both orally and in writing;
Ability to establish and maintain effective working relationships with employees, vendors, outside agencies, and the public;
Ability to supervise, coordinate, and monitor the work of assigned staff;
Ability to effectively use financial software, spreadsheet applications, and other office technology.
Bachelor's degree in accounting, finance, business administration, public administration, recreation, or related degree;
Three (3) years of progressively responsible experience in fiscal administration, budgeting, accounting, procurement, grants administration, or closely related work;
Or equivalent technical training, education, and/or experience.

Environmental Conditions:
Work requires light physical effort in the handling of light materials or boxes and tools or equipment in non-strenuous work positions up to 30 pounds and/or continual standing or walking of 60%/+ of the time. Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meetings and training rooms.
