The Senior Grants Financial Analyst serves as the primary financial management resource supporting the Rural Health Transformation Program (RHTP) portfolio and other assigned grant-funded initiatives. This position is responsible for ensuring effective financial stewardship, regulatory compliance, reimbursement management, budget monitoring, audit readiness, and financial reporting for complex state and federally funded programs.
Working collaboratively with Grant Management, Finance, Accounting, Payroll, Human Resources, Compliance, Project Directors, operational leaders, and external funding agencies, the Senior Grants Financial Analyst provides expertise in grant financial administration throughout the award lifecycle. The position supports the organization's growing grant portfolio by developing and maintaining systems, workflows, reports, and controls that ensure grant funds are managed in accordance with award requirements, federal regulations, and organizational policies.
The role serves as a critical component of the RHTP Project Management Office (PMO) structure by providing dedicated financial oversight and operational support across multiple healthcare transformation initiatives.
- Financial Planning, Budget Management, and Analysis
- Monitor grant budgets, expenditures, encumbrances, and revenue activity across multiple awards and initiatives.
- Conduct budget-to-actual analyses and identify spending variances, trends, risks, and opportunities.
- Develop financial forecasts and spending projections to support grant management.
- Prepare grant proposal budgets, revised budgets, and budget modification requests.
- Maintain financial tracking tools, dashboards, and management reports.
- Assist Project Directors and leadership in evaluating financial implications of operational decisions.
- Grant Reimbursement and Revenue Administration
- Prepare, submit, monitor, and reconcile reimbursement requests, invoices, payment requests, and drawdowns.
- Track payment status, accounts receivable, and grant revenue activity.
- Coordinate with Finance and Accounting regarding grant payments, revenue recognition, and reconciliation activities.
- Investigate and resolve reimbursement discrepancies, delayed payments, and funding questions.
- Financial Compliance and Expenditure Oversight
- Review expenditures for consistency with approved grant budgets, award conditions, and funding requirements.
- Evaluate purchases, contracts, travel requests, reimbursement requests, and procurement actions for grant compliance.
- Provide guidance regarding allowable costs, budget restrictions, and financial management requirements.
- Identify compliance concerns and elevate issues as appropriate.
- Payroll and Personnel Cost Management
- Monitor salary and fringe benefit expenditures charged to grant awards.
- Support payroll allocation setup and maintenance for grant-funded positions.
- Review labor distributions and personnel costs for accuracy and compliance.
- Assist with implementation and monitoring of labor reporting and personnel cost documentation processes.
- Financial Reporting and Audit Readiness
- Prepare monthly, quarterly, annual, and ad hoc financial reports.
- Reconcile expenditures, revenues, invoices, reimbursement requests, and financial records.
- Maintain complete and organized financial documentation supporting monitoring visits and audits.
- Assist with grant compliance audits as requested.
- Subrecipient and Contractor Financial Oversight
- Review subrecipient and contractor invoices and supporting financial documentation.
- Monitor expenditures for consistency with approved budgets, contractual agreements and Federal cost principals.
- Develop subrecipient monitoring procedures and documentation requirements.
- Systems Development and Process Improvement
- Assist with development and implementation of grant financial management policies and procedures.
- Support implementation of financial reporting systems, dashboards, and grant management technologies.
- Develop and recommend workflow improvements that strengthen internal controls and improve efficiency.
Experience
- Minimum of three (3) years of experience administering, monitoring, or financially managing federally funded grants.
