JOB SUMMARY

The Technician/Water Operator is responsible for skilled technical work in construction, maintenance, and repair of water, sewer, and stormwater infrastructure. This position also involves the operation and maintenance of the Water Treatment Plant, ensuring compliance with state and federal regulations and maintaining high standards of quality and safety.

ESSENTIAL FUNCTIONS The duties and responsibilities of this position include, but are not necessarily limited to:
  • Perform skilled technical work in the construction, maintenance, and repair of water, sewer, and stormwater mains and related facilities.
  • Operate and maintain the Water Treatment Plant to comply with regulatory standards.
  • Test, repair, and install water meters, and inspect, paint, repair, or install fire hydrants.
  • Conduct grease trap inspections and locating water and sewer lines for Miss Utility.
  • Operate various BPW equipment, including performing meter diagnostics and maintenance.
  • Maintain and enforce safety standards and handling multiple priorities and projects.
  • Respond to emergency situations and customer calls within a designated response time.
  • Monitor water treatment operations, including chemical feeds, and observing SCADA equipment when on call.
  • Perform water, sewer, and stormwater maintenance, inspections, and repairs, including using vac truck to jet sewer lines and clean lift stations.
  • Execute locates and marking of mains and services in response to tickets using maps and records.
  • Inspect newly installed outside plumbing to ensure compliance with specifications.
  • Engaging courteously with the public, dealing with customer inquiries and concerns.
  • Participating in continuing education to stay up-to-date with the latest changes in laws and regulations.
  • Abide by all Safety rules and Incident Investigations outlined in the BPW Safety Procedures and/or the safety procedures outlined in the Individual Departmental Manual.

  • None
REQUIRED SKILLS & ABILITIES
  • Comprehensive knowledge of water and sewer system construction and maintenance.
  • Proficiency in troubleshooting, operations monitoring, and critical thinking.
  • Effective coordination, communication, and problem-solving abilities.
  • Willingness to work on a rotating on-call night shift schedule.
EDUCATION & EXPERIENCE
  • High school diploma or equivalent, associate’s degree or vocational certification in construction, environmental science or other field of science is a plus.
  • Possession of a valid Class B CDL Delaware Driver’s license and a good driving record.
  • Ability to complete NIMS 100 and 700 training within a year of start date.
  • Water Operations License (20 hour credits per year) required.
  • Additional certifications may be required after hire, such as Flagger certifications, tanker endorsement, water sampler endorsement, water chemical feed endorsement, water disinfection endorsement, water distribution endorsement, CPR certification, safety certification, and/or equipment operator certifications.
WORK ENVIRONMENT
  • Predominantly outdoor work in various weather conditions, including extreme heat, cold, rain, and snow.
  • The position may work in cramped environments, at heights, and around electrical hazards.
  • Work may be in potentially hazardous environments, necessitating strict adherence to safety protocols.
  • Conditions may include noise, vibrations, humidity, and wetness.
  • The job involves interaction with the public and response to emergency situations outside of normal working hours.
PHYSICAL REQUIREMENTS
  • Must be able to lift, push, carry, and/or pull loads of up to 80-100 lbs.
  • Frequent standing, walking, stooping, crouching, and working in awkward or cramped positions.
  • Regularly required to use hands to finger, handle, or feel objects, tools, or controls.
  • Must have the ability to climb ladders, enter confined spaces, and work at various heights.
  • Dexterity and physical condition to operate both heavy and delicate machinery and tools.
  • Requires full range of body motion including handling and lifting, manual and finger dexterity, and eye-hand coordination sufficient to operate equipment and machinery.
  • The incumbent must have the endurance to perform tasks over long periods of time.
