Anticipated starting salary is $43,338.77/year. Position is open until filled.

Position Summary

Under the direction of the Transfer Station Supervisor, assist in the operation of the Solid Waste Transfer Station; evaluate the size of loads and determine acceptance of materials and hazardous wastes and determine proper placement of materials according to established City, State and Federal ordinances, rules and regulations; and maintain accurate records of daily operations and activities.

Essential Duties
  • Direct public and commercial vehicles to the proper unloading area; assist the public in unloading materials as needed; evaluate the size of loads and determine acceptability of materials, including hazardous wastes; determine proper placement of items according to established City, State and Federal ordinances, rules and regulations.
  • Maintain current and accurate records of public and commercial refuse volumes processed, accidents, complaints and inspections; and submit appropriate billing records.
  • Inform the public, contractors and City personnel of proper disposal practices for solid waste, recyclables, and other hazardous wastes.
  • Operate a variety of equipment including boom truck, fork lift, dump truck and lawn mowers; operate a backhoe to tamp refuse loaded into open top transfer trailers; operate a front-end loader to load refuse into open top transfer trailers.
  • Prepare moderate risk wastes such as paints, waste oil, antifreeze, and scrap batteries to be transported or recycled; and drain freon from refrigerators according to health and safety procedures.
  • Maintain the transfer station facility and adjacent grounds free of weeds, litter and pests.
  • Maintain scrap metal recycling areas and recycling stations, including moderate-risk waste facilities.
  • Assist in routine scheduled maintenance and unscheduled repairs of equipment as required, including cleaning of the administration building, operations and inspection control offices.
Minimum Qualifications

KNOWLEDGE OF:

  • Operation and maintenance of buildings, grounds and related heavy equipment.
  • City, State and Federal ordinances, rules and regulations related to assigned activities.
  • Record keeping techniques.
  • Interpersonal skills using tact, patience and courtesy.
  • Basic separation and recycling materials.

ABILITY TO:

  • Assist in the operation of the Solid Waste Transfer Station.
  • Evaluate the size of load and determine acceptance of materials, hazardous waste and proper placement of materials according to established City, State and Federal ordinances, rules and regulations.
  • Establish and maintain cooperative and effective working relationships with others.
  • Communicate effectively both orally and in writing.
  • Maintain routine records.
  • Determine appropriate action within clearly defined guidelines.
  • Observe health and safety regulations.
  • Operate a variety of heavy equipment.
  • Work effectively with the public, contractors and other governmental agencies.
Education & Experience

Any combination equivalent to graduation from high school and two years general experience in recycling, solid or hazardous waste processing, grounds and building maintenance, and heavy equipment maintenance and operation.

Licenses & Other Requirements

Valid Commercial Driver's License; incumbents must obtain a valid Refrigerant Removal Certificate and Hazardous Waste Operations Training Certificate within the first year in this position.

Working Conditions

Outdoors work environment subject to seasonal heat and cold, temperature changes or extreme weather conditions; noise from equipment operation; regular exposure to a variety of dust, fumes and odors; and working on large equipment and vehicles related to the processing of solid waste.

Physical activities required include bending at the waist, operating heavy equipment to conduct work, climbing up into equipment, standing for extended periods of time, walking over rough or uneven surfaces, heavy lifting up to 50 pounds, pushing, pulling, seeing to identify unacceptable materials and speaking to communicate.
