Inspects paving, drainage, water, sewer, traffic signals, and other improvements at construction sites to ensure that work is performed in accordance with plans, specifications, and NCTCOG, state, federal, and City codes.
Distinguishing CharacteristicsPositions at this level perform the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey and/or Senior level. Employees work under immediate supervision while learning assigned job tasks within the scope of established policies, procedures, and pertinent regulations.
May receive technical and/or functional supervision from higher levels.

- Inspects street paving, public sidewalks, ADA ramps, drainage, water, sewer, traffic signals, retaining walls, and other improvements at construction sites to ensure that work is performed in accordance with plans, specifications, and City codes.
- Maintains daily log of all activities at construction sites; monitors and records quality and quantity of materials used on City contracts; monitors all testing of water lines, sewer lines, manholes, concrete paving, asphalt paving, and soil compaction on job sites; files daily logs, test results, and compaction reports on all jobs; reports any changes in design, materials, or methods to appropriate engineering personnel.
- Conducts water sampling to test new water lines for water quality.
- Communicates with contractors, property owners and engineers concerning construction; answers questions as necessary.
- Enforces proper traffic control at job sites, as necessary.
- Ensures confined entry in manholes and trench safety for trenches meets OSHA safety standards.
- Troubleshoots field issues and reports findings to Chief Inspector or other Engineering staff.
- Performs all other related duties as assigned.
Associate degree in construction technology or a related field.
ExperienceOne (1) year of experience in the inspection of and/or construction of water, sewer, traffic signals, drainage, and paving.
Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job is an acceptable substitute for the above specified education and experience requirements.
Licenses and CertificationsCertified Public Works Inspector preferred.
Conditions of EmploymentMust submit and pass a pre-employment drug, pre-placement medical examination and the job placement assessment (JPA). Must possess a valid State of Texas Driver's License Class "C" and good driving record as defined by City policy.
Other RequirementsThis position is subject to emergency operations. The individual holding this position will be required to work as usual or as needed, during emergency operations, in preparation for prolonged emergency operations and/or during recovery from prolonged emergency operations as directed by his/her direct supervisor, Department Head or designee, or the City Manager or designee.
REQUIRED KNOWLEDGE, SKILLS & ABILITIESKnowledge of: Basic principles of construction methods; basic principles of surveying; construction safety;
City codes; NCTCOG, TxDOT, and ADA PROWAG specifications; and TMUTCD traffic control, ASTM, ACI, and AWWA standards.
Skilled in: Using personal computers including electronic reporting systems, Microsoft Office, e-mail, and the internet; reading and interpreting construction plans; understanding construction methods and equipment; accepting responsibility for his/her actions; performing work accurately and thoroughly; following instructions, safety practices, and standard operating procedures in performing assigned tasks; communicating effectively, clearly, and concisely both orally and in writing; being punctual and attending work regularly;
and working effectively with people regardless of their race, sex, color, religion, national origin, age, disability, gender identity or expression, sexual orientation, veteran's status, genetics, or job type.
Must possess mobility to work in the field; strength, stamina, and mobility to climb and descend stairs, and to operate a motor vehicle and visit various City sites. Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio.
