Job Description (EJF)

This position is headquarter in Austin, TX.

Under the supervision of the Data and Reporting (D&R) Manager, the Data and Technology Specialist (Program Specialist V) performs highly advanced (senior level) data and systems analysis work related to aging services for the Office of Area Agencies on Aging (OAAA). The Data and Technology Specialist works under minimal supervision with considerable latitude for the use of initiative and independent judgment.

The position provides technical support for the statewide Information Management System (IMS) to facilitate efficient and accurate reporting of a substantial amount of data to federal and state entities. Ensures security and protection of sensitive information to include monthly review of system access. Performs activities related to the validation of performance data and conducts validation activities to ensure data accuracy. Assists in planning, scheduling, and coordinating submission of state and federal reports.

Work involves developing and reviewing policies, procedures and rules, including all relevant federal guidelines, and interprets and prepares these in the form of formal guidance to program staff, stakeholders, and/or contractors. Provides technical assistance on an on-going basis via phone, email, and video conference to subrecipients and contractors.

Essential Job Functions (EJF)

Attends work on a regular and predictable schedule in accordance with agency leave policy.

(30%) Assists with accurate collection, analysis and reporting of program data derived from the statewide information management system. Analyzes and interprets qualitative and quantitative data sets. Coordinates activities related to data validation to ensure federal and state reporting is accurate, complete, and timely. Completes complex internal and external data reporting to include analysis and evaluation of grant performance, service performance, performance metrics to include reviews/reports/evaluation activities associated with aging programs.

Conducts analysis of quarterly performance data to ensure accurate reporting of expenditure data and trends.

(25%) Develops, updates and/or maintains internal and external tools or application forms in consultation with internal and external stakeholders. Ensures changes to processes, manuals, and tools are communicated appropriately to internal and external stakeholders. Develops processes and procedures; generates internal and external data reports; and conducts data analysis. Identifies opportunities for improving business processes through automation and assists in the preparation of proposals to develop system enhancements.

Participates in Business Impact Analyses and Security and Risk Assessments.
