Essential Job Duties

Stra Con Services Group, LLC is seeking a full‑time FMS Management Analyst, Journeyman in Patuxent River, MD. The FMS Management Analyst, Journeyman supports the efforts and actions of the Case Manager, Program Managers, and Team Lead for various Foreign Military Sales (FMS) programs.

  • Applies analytic techniques in the evaluation of program/project objectives.
  • Analyzes requirements, status, budget and schedules.
  • Performs management, technical, or business case analyses.
  • Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs.
  • Tracks program/project status and schedules; applies government‑instituted processes for documentation, change control management and data management.
  • Tracks the release of all controlled unclassified and classified documents to foreign nationals and their governments.
  • Reviews, updates and sanitizes all technical documentation, including publications, in accordance with disclosure and classification guidelines prior to submission for government review; ensures media does not contain non‑releasable information or technologies.
  • Generates and maintains FMS schedule and calendar of meetings that reflect critical milestones, establishes action due dates, sets program milestones and other significant program elements.
  • Supports the Government in implementing policies and criteria for integration of program requirements into the foreign country, taking advantage of existing policies, procedures, resources and lines of communication of the foreign country.
  • Tracks primary case planning documents to identify actions not proceeding according to the Project Directive (PD); examines FMS cases and related financial records to identify impediments to closure and necessary corrective action; identifies case closure candidates.
  • Works with domestic personnel to coordinate FMS requirements to allow consolidation with domestic production requirements and realize cost avoidance/savings; coordinates configuration issues to maximize cost savings for training systems, ECP kits, spare improvements, and system upgrades.
  • Supports planning activities, including presenting alternative funding or acquisition strategies and cost estimates for new program requirements for government consideration and appropriate action.
  • Enter planning data in the Common Spend Plan Tool (CSPT) and in the Workload Requirements and Planning System (WRAPS).
Travel Requirements
  • Domestic and international travel required.
Experience Requirements
  • Minimum of 3 years of professional experience supporting Foreign Military Sales (FMS).
  • Knowledge of FMS policies and procedures and demonstrated ability to apply that knowledge to inform case execution.
  • Experience with AMS tools (CSPT, PMT, CDRL) desired.
  • High level of proficiency with MS Office applications.
Education Requirements
  • Bachelor's Degree in a business, management, or technical discipline.
  • Allowed substitution:
    Associate's Degree plus 4 years additional work experience may be substituted for a Bachelor's Degree; 6 years additional work experience may be substituted for a Bachelor's Degree.
Security Requirements
  • U.S. Citizenship required.
  • Must be able to obtain and maintain a Secret security clearance.

The estimated salary range for this position is $73,000.00 – $. The offered rate will be based on the candidate’s level of knowledge, education, experience, and skill sets.
