Manager of Grant Accounting

Assumes responsibility for post award grant accounting for the entire district and thus ensuring compliance with funding source administrative guidelines, timely receipt of revenue, accurate submission of financial reports, annual grants single audit under OMB 2

200 and orderly closure of projects.

Essential Job Functions:

  • Manage the coordination of the accounting functions related to all sponsored programs and other restricted accounts in Fund 2 (Special Revenue) by:
  • Proposing policies and procedures related to all restricted funds for review and implementation by Program Managers.
  • Assisting all Program Managers in the financial reporting and other administrative requirements of their grants/contracts, state Memorandum of Agreements, and training.
  • Monitoring/tracking the status of each program through its program life cycle; and maintaining the District's master financial calendar.
  • Oversee the end-to-end annual single audit process in accordance with OMB 2 CFR 200, including document preparation, review, and coordination.
  • Responsible for preparing, reviewing, or directing all accounting entries (transactions and journals) related to sponsored programs and restricted funds.
  • Responsible for preparing invoice/billings and collecting funds for the support of restricted fund expenditures.
  • Responsible for preparing all applicable grants fiscal reports for all sponsored programs and ensuring the timely submission thereof.
  • Compute, prepare and submit the annual indirect cost rate for all district grant programs. Negotiate the rate with the applicable state agency as necessary.
  • Attend professional development training and stay abreast of the Office of Management and Budget Circulars and their applicability to grants management related to 2

  • Assist in the closing of the district's fiscal year end books as needed.
  • Maintain database, update and prepare multiple reports that derive from this database, for the Superintendent, Chief Financial Officer, Executive Director of Financial Services, Director of Finance and Fayette County Board of Education.
  • Maintain and update the Grant Accounting Handbook to ensure current policy and procedural guidance for managers of Fund 2 grants, contracts, and special programs.
  • Advise stakeholders, including the superintendent, program managers, principals, and bookkeepers, on the financial administration of sponsored programs and restricted accounts while interpreting federal requirements and granting agency guidelines.
  • Provide training and workshops to all grant stakeholders on how to manage their respective grants more efficiently and effectively in following board policy, granting agency guidelines, and all applicable federal regulations related to special programs.
  • Apply indirect costs quarterly.
  • Attend professional development workshops and seminars to stay abreast of changes related to special programs and restricted grants in Special Revenue (Fund
    2).
  • Demonstrates the ability to communicate in more than one language or the willingness to learn to communicate in more than one language at the novice level of proficiency.
  • Performs other duties as assigned.
  • Maintains regular attendance.

Knowledge and Abilities:

Knowledge of:

  • Federal regulations related to sponsored programs at local, state, and federal levels.
  • Personal computer-based applications including word processing, spreadsheets, and databases.
  • General accounting and fiscal management principles

Ability to:

  • Work with minimal supervision.
  • Work as an effective member of the District's Financial Management Team.
  • Communicate effectively orally and in writing.
  • Absorb, analyze, organize, and communicate information and ideas in written and oral forms.
  • Understand systems grants management.

Qualifications:

Education and Experience:

  • Bachelor's degree in Business, Accounting, Finance or related field.
  • Four years accounting experience, preferably two in non-profit sponsored programs, school business administration or other appropriate private-sector experience.

Certifications:

  • Certification in School Financial Management or similar certification (preferred)
