Position: MIC3 Executive Director

MIC3 (Military Interstate Children’s Compact Commission) provides for the uniform treatment of military children transferring between school districts and states. The Compact addresses key educational transition issues encountered by military families including enrollment, placement, attendance, eligibility and graduation. SUMMARY

The Executive Director serves as the chief executive officer for the Interstate Children’s Compact Commission (MIC3), reporting directly to the MIC3 Executive Committee. The role involves overall management of Compact operations, strategic planning, advocacy, and financial oversight and supervision of the MIC3 staff. The position requires proven senior leadership experience to include excellent communications skills, and a leader passionate about collaboration in support of fifty‑one state commissioners including the District of Columbia.

RESPONSIBILITIES
  • Establishes and manages the commission’s offices, housed with The Council of State Governments (CSG) on its campus, in Lexington, KY.
  • Hires and supervises staff as authorized by the commission.
  • Develops and recommends policies and program initiatives for the commission’s consideration.
  • Administers personnel policies governing the recruitment, hiring, management, compensation and dismissal of commission staff.
  • Implements and monitors the administration of all policies, programs, and initiatives adopted by the commission with stakeholders including commissioners, state Departments of Education, and other interested parties.
  • Prepares draft annual budgets for the commission’s consideration.
  • Monitors all commission expenditures for compliance with approved budgets and maintaining accurate records of the commission’s financial account(s).
  • Assists commission members as directed in securing required assessments from the compacting states.
  • Executes contracts on behalf of the commission as directed (and authorized) by the commission.
  • Prepares and disseminates all required reports and notices as directed by the Commission.
  • Assists the commission’s officers in the performance of their duties under Article III of the organization’s bylaws.
  • Serves as the secretary to the interstate commission (non‑voting), organizes all meetings of the commission, maintains records and provides minutes of all commission meetings and acts, and serves as the custodian of all documents and records pertaining to the status of the compact and the business of the commission.
  • Works in conjunction with the treasurer in acting as custodian of all commission funds.
  • Works with the treasurer in having the commission’s financial accounts and reports, including the commission’s system of internal controls and procedures, audited annually by an independent certified or licensed public accountant.
  • Monitors the appointment of commissioners and ascertains if those appointments are under the authority of state statutes.
  • In conjunction with legal counsel, disseminates legal advisory opinions that compel signatory members to consistently apply compact rules.
  • Assists states as necessary in organizing and establishing state councils.
  • Serves as the spokesperson for the commission on compact issues.
  • Participates in community, state, and national associations and professional activities that enhance the delivery of services and aid in short‑ and long‑range planning of compact services and facilities.
  • Creates and implements a public relations program with the approval of the commission.
  • Pursues a continuing program of formal and informal education in administrative and management areas to maintain, strengthen, and broaden the concepts, philosophy, and ability of the executive director.
