Job DescriptionThe Technology Officer for Fundamental Research (FR) works closely with the CTO, contracting and security departments, and relevant Division offices in the development and coordination of the Laboratory's process and strategy for conducting fundamental research. Apprised of emerging technology trends and breakthroughs, the FR Manager monitors the Laboratory's basic research efforts within the Technology Office, and also coordinates the Lab's overall engagement on evolving government requirements for fundamental research designation and management.
A successful candidate for Fundamental Research Manager will be a highly motivated individual to lead coordination, decision-making, and policy alignment for fundamental research, including research collaborations with academic institutions. This role serves as the central enabler and convener between the Laboratory, university researchers, contract services, and internal committees. The position emphasizes strategic oversight, transparent reporting, and enabling collaboration while ensuring compliance with applicable policies and regulations currently being defined to meet National Security Presidential Memorandum (NSPM) - 33 requirements.
Key Responsibilities- Emerging Technology Strategy & Stakeholder Alignment
- Engage regularly with Lincoln researchers, university faculty, and internal stakeholders to ensure alignment of fundamental research collaboration priorities with Lincoln's strategic technology needs.
- Work with Division offices and Technology Office to support outreach to universities on emerging technologies in domains of strategic interest to the Laboratory.
- Work with chair and vice‑chair for Technology Office Advanced Concept Committee (ACC) and serve as an active member of the Campus Collaboration Committee, helping to align academic partnerships with Lab objectives.
- Policy & Coordination
- Act as the primary coordination point for academic collaborations, serving as a coordinator for incoming proposals and engagements.
- Support decision‑making processes by integrating perspectives from technical staff, leadership, and university partners.
- Develop, maintain, and communicate internal policies and best practices related to academic collaborations.
- Reporting & Analysis
- Track and report on collaboration activities, including proposal flow, approval status, and outcomes.
- Conduct data‑driven analyses to inform leadership on trends, risks, and opportunities.
- Provide transparent documentation to support decision‑making and external communications.
- Compliance & Risk Awareness
- Partner with the Contract Services Department to ensure collaborations adhere to internal processes and external requirements.
- Maintain awareness of export control laws and related compliance frameworks; work toward developing deeper expertise in this area.
- Escalate issues to legal and compliance experts as necessary.
- Masters or PhD in relevant science and/or engineering (STEM) disciplines with a record of technical achievements. A minimum of 10 years working in a technology field is required, with at least 5 years in progressively responsible leadership roles which included oversight of several complex and diverse programs and portfolios.
- Research experience, including collaborations with university partners, and project leadership experience in an R&D environment.
- Knowledge in several of the following technology areas: advanced materials and processes, microelectronic devices, computing hardware and software, optical systems, RF systems, cyber systems, artificial intelligence, decision systems, autonomous systems, and biotechnology; a willingness to acquire a deeper understanding of all of these areas. Experience working cross‑disciplinary programs across several of these technology areas is desired as is the ability to apply this knowledge strategically to identify cross‑domain opportunities and challenges.
