About the Role

Commercial Development Resources (CDR) is seeking a Site Development Advisor to lead civil engineering and land development strategy for a large-scale, mission-critical data center campus in Lexington, Nebraska
.

This role goes beyond traditional engineering. You will serve as a trusted advisor to the client
, responsible for guiding site development decisions, infrastructure strategy, and execution for a 150-acre greenfield campus scalable to 450+ acres and 600MW+ capacity.

You will operate at the center of:

  • Infrastructure planning (power, water, fiber, gas)
  • Development strategy and execution

Role Overview

The Site Development Advisor will lead civil engineering execution and site development strategy
, while advising the client and team on how to deliver the project efficiently and at scale.

You will function as both:

  • Technical leader (civil engineering / utilities)
Key Responsibilities
  • Site planning and layout optimization
  • Infrastructure phasing and scalability
  • Development strategy for a multi-phase campus
  • Provide recommendations that drive efficient and scalable outcomes
2. Civil Engineering Leadership
  • Lead design and delivery of:
  • Grading & drainage plans
  • Stormwater management systems
  • Water, sewer, and fire infrastructure
  • Oversee internal and external design teams
  • Ensure engineering aligns with data center operational requirements
3. Infrastructure & Utility Coordination
  • Coordinate with:
  • Municipal water systems (1M GPD capacity)
  • Natural gas infrastructure teams
  • Integrate civil design with:
  • Substations
  • Cooling systems
4. Permitting & Entitlements Strategy
  • Lead civil permitting approach and agency coordination
  • Drive approvals to meet Q2–Q3 2026 entitlement targets
  • Anticipate and mitigate risks early in the process
5. Construction Document Delivery
  • Oversee preparation of:
  • Site and wet utility plans
  • Bid and IFC packages
  • Ensure:
  • Cost efficiency
  • Alignment with contractor execution
  • Support construction with:
  • RFIs and submittals
  • Field issue resolution
  • Coordination with contractor and owner teams
  • Maintain design intent and project momentum
Ideal Candidate Profile Experience
  • 10–20+ years in civil engineering / land development
  • Background in:
  • Data centers, industrial campuses, logistics, or energy projects (preferred)
Technical Strength
  • Large-scale grading and earthwork strategy
  • Stormwater systems and regulatory compliance
  • Infrastructure phasing and master planning
  • Ability to think beyond design and act as a development partner
  • Strong communication with:
  • Owners and developers
  • Contractors
Licensure
  • Professional Engineer (P.E.) required
  • Nebraska license or ability to obtain
