Accounting Operations Manager

Job Purpose:
The Accounting Operations Manager will lead the development, implementation, and continuous improvement of accounting practices, internal controls, financial reporting frameworks, and technology-enabled solutions that support transparency, accountability, and data-driven decision-making across the agency.
Responsibilities:
Accounting Operations Leadership
- Direct and supervise the Accounting Section, providing strategic leadership and oversight of daily accounting operations.
- Foster a culture of accountability, collaboration, continuous improvement, and customer service while ensuring compliance with State and Federal regulations, agency policies, and professional accounting standards.
- Lead initiatives that strengthen financial operations, improve business processes, and enhance organizational effectiveness through innovation and technology.
Financial Intelligence, Analytics, and Reporting
- Transform financial data into actionable business intelligence through the development and maintenance of dynamic dashboards, data visualizations, and executive-level reporting solutions that enhance transparency, operational efficiency, and data-driven decision-making.
- Analyze financial trends, variances, and performance measures to identify opportunities, mitigate risk, strengthen internal controls, and improve fiscal accountability.
- Partner with agency leadership to provide predictive financial insights, performance metrics, and strategic analysis that support organizational planning, resource allocation, and informed decision-making.
- Champion the modernization of accounting processes by integrating technology solutions, automating financial workflows, and improving data governance practices to increase accuracy, reduce manual effort, and improve reporting capabilities.
Financial Systems and Chart of Accounts Management
- Lead the development and implementation of financial analysis processes that promote compliance with state reporting requirements, strengthen fiscal stewardship, and advance financial management best practices.
- Maintain the integrity of financial data and reporting structures to support accurate accounting, budgeting, and financial analysis.
Journal Entry and Accounting Oversight
- Review and authorize accounting adjustments, and complex financial transactions to ensure accuracy, completeness, and compliance with established accounting standards and policies.
- Ensure timely and accurate recording of financial activity within the SC Enterprise Information System (SCEIS) and associated financial reporting platforms.
Other Duties
- Perform other related duties and special projects as assigned in support of the mission and strategic goals of the South Carolina Department of Education.
Minimum and
Additional Requirements:
A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.
Preferred Qualifications:
- Significant professional experience in budget management or financial management, auditing, or compliance ideally in a government or education setting.
- Proven ability to analyze financial data, interpret regulations, and ensure fiscal accountability across complex systems.
- 3+ years of experience in public sector finance, with a focus on school district, state, or local government financial operations.
- Strong knowledge of internal controls, state-level financial reporting requirements, and fiscal policy.
- Ability to build collaborative relationships and convey complex financial information to both technical and non-technical audiences.
