Position: Grant Accountant (Accountant/Fiscal Analyst - 61009164)

Grant Accountant

The South Carolina Department of Public Health (SC DPH) are seeking a detail-oriented and analytical Grant Accountant to support the agency's grant financial management, reporting, and cash administration. This position plays a critical role in ensuring compliance with federal and state regulations, maintaining accurate grant financial records, and collaborating with internal program, budget, and accounting teams to uphold responsible stewardship of public funding.

Job duties will include, but are not limited to:

  • Cash Management:
    • Performs federal and non-federal cash draws in compliance with federal regulations.
    • Gathers and maintains all required supporting documentation.
    • Monitors cash activity and assists with reconciling cash balances.
    • Collaborates with program, budget, and accounting staff to ensure cash management practices are accurate, timely, and compliant.
  • Federal Reporting:
    • Manages Federal Financial Reports (FFRs), routine grant invoicing, and other required federal submissions.
    • Collects and verifies supporting documentation for all reports.
    • Prepares and submits reports in accordance with federal regulations and agency procedures.
    • Ensures accuracy, completeness, and timeliness of all reporting activities.
  • Grant Reconciliation:
    • Reconciles SCEIS grant records with federal grant systems to ensure accuracy of cash balances, draw activity, and financial reports.
    • Identifies and resolves discrepancies across systems.
    • Submits requests for fund transfers when necessary to maintain accurate and compliant grant financial records.
  • Other Duties as Assigned:
    • Performs other related duties and special projects as assigned, including required travel if requested, and responds as directed during emergencies, which may occur outside normal work hours.
    • Responds to ad hoc and spontaneous requests not addressed in the responsibilities listed above.
Minimum and Additional Requirements

State Minimum: A high school diploma and professional experience in a related area such as accounting, auditing, finance, or banking. A bachelor's degree with multiple accounting courses may be substituted for the required work experience. Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation. Agency Minimum: A bachelor's degree with multiple accounting courses. An associate's degree in accounting, finance, business, or a related field and two (2) years of professional experience in a related area, such as accounting, auditing, finance, or banking.

** Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered in meeting the minimum qualifications, subject to approval by the DPH Chief Human Resources Officer, or their delegate.

Preferred Qualifications

Preferred qualifications include experience using SCEIS, as well as familiarity with federal drawdown systems and the processes involved in preparing, submitting, and reconciling draw requests. Additional beneficial experience includes performing grant-related invoicing and financial reporting, along with conducting account reconciliations, particularly those related to grant or fund-specific accounts.
