QUALIFICATIONS:- Master's degree or higher in educational leadership, curriculum, educational measurement, statistics, or related field.
- Minimum of five years of experience in a role requiring knowledge of educational measurement and accountability in K-12 education.
- Doctorate in Statistics, Educational Psychology, Education Research, Educational Measurement, or related field.
- Demonstrated proficiency with spreadsheet data analysis (Excel/Google Sheets).
- Excellent written and verbal communication skills, with the ability to convey complex information clearly to diverse audiences.
- Familiarity with state and federal educational accountability laws and regulations.
- Management, director or coordinator experience.
- Proficiency with statistical software (R, SAS, SPSS).
- Basic working knowledge of Microsoft Structure Query Language (SQL).
- Knowledge about how large-scale standardized tests are constructed and scaled.
- Experience presenting to key stakeholders, including school and district leadership, educators, Board members, and/or community groups.

The terms of employment detailed in this job description are based on full time employment during the school year. Conditions of employment adjusted for part time employees or individuals who are hired for less than an entire school year.
GENERALSUMMARY:
Provides leadership in assessing performance and in collecting, analyzing, interpreting, and distributing data needed for accountability, program planning, and budget development in all aspects of assessment programs and program evaluation. Responsibilities include recommending and/or designing assessment instruments and strategies; overseeing test administration and data collection; planning data storage and retrieval procedures for test and accountability data; preparing reports; training district administrators;
scoring, archiving, analyzing, reporting, and interpreting test data and accountability data. Designs and oversees evaluation of the district strategic plan and provides leadership and/or technical assistance for evaluation of instructional programs. Provides leadership in staff development related to educational measurement and data interpretation.

- Requests and maintains materials needed for daily responsibilities and essential functions; provides for safe storage and proper use of all tools, equipment, and materials.
- Develops and/or recommends instruments to be used in testing and evaluation programs throughout the district.
- Serves as liaison between the district and the South Carolina State Department of Education (SDE) to coordinate activities related to the testing programs and accountability.
- Provides leadership for the implementation of the district/state standardized testing programs and for the analysis and interpretation of test results to school and district office personnel.
- Provides accountability information for report cards mandated by the Education Achievement Act to the South Carolina State Department of Education and disaggregated analyses for school and district planning.
- Oversees design and implementation of procedures for efficient data collection and retrieval that utilize or integrate with the student information system.
- Oversees preparation of specific test data reports for schools, the district office, and SDE.
- Provides leadership in preparation of precode files for district-selected assessment, management of archived test data, and maintaining district's database of longitudinally matched test data.
- Coordinates implementation of the state assessment programs and oversees implementation of the district testing program.
- Provides support for new district assessment programs, such as end-of-course testing in areas not mandated by the State.
