Description
We are currently seeking an Environmental Construction Specialist to work on Electric Utility Construction Projects. This is a field position, and candidates must have experience with environmental compliance in relation to land clearing and linear construction projects. - Day 1 of Employment:

- Provides Environmental Compliance and construction oversight on transmission Site Development and Linear Transmission Line construction projects for Duke Energy.
- Provides Environmental Oversight and compliance/inspections associated with Transmission Capital Projects and the NPDES and SWPPP.
- Ensure compliance with laws and regulations for wetland access, protected species, wood and debris disposal, site control and soil disturbance.
- Ensure that all field operations are in compliance with permits, including road use permits, natural resource protection act permits, Corp of Engineers permits, etc.
- Document pre‑ and post‑work field conditions to make sure that sites are in compliance with permits and environmental regulations and there are no conditions that require mitigation or restoration.
- Performs all required erosion and sediment, stormwater management and pollution prevention inspections for applicable construction projects.
- Interprets complex plans and drawings.
- Performs duties in a manner that will promote and maintain good public relations.
- Responsible for attending pre‑construction meetings, constructability meetings, and status meetings as directed.
- Manages and oversees site development crews. Provides oversight for sediment and erosion control or BMP contractors to ensure all measures are installed as per the approved plan.
- Observes wetland & sensitive areas identification in place and ensures crews are aware of them prior to entering such areas.
- Monitors and reports to Project Management on status of construction units estimated and actuals billed to date of project.
- Communicates daily with the utility client, contractors, landowners, and the public.
- Assists in developing recommendations on future R‑O‑W maintenance requirements.
- Drives a company vehicle safely to work locations for the organization.
- Assumes other duties and responsibilities as assigned.
- Associate or bachelor’s degree in environmental science, Construction Management, Building Science, or a related field.
- 1‑5 years’ experience in Site Development work, permitting utility construction.
- Solid understanding of the NPDES Construction General Permit (CGP) and SWPPP implementation and inspections for Florida, South Carolina, North Carolina, Indiana and the local permitting schedules.
- Completed Stormwater, Erosion, and Sedimentation Control Inspector (FSESCI) certification for the Florida Department of Environmental Protection.
- Completed CESSWI, CEPSCI or similar competency program to conduct routine compliance inspections in North Carolina/South Carolina.
- Completed CESSWI or similar competency program to conduct routine compliance inspections in Indiana.
- Desire to work outdoors in various weather conditions and terrain.
- Strong public relations skills and ability to interface with the public.
- Willingness to work alone.
- Basic computer skills.
- Valid driver’s license.
