Senior Business Analyst Washington D.C. (Onsite)

The Senior Business Analyst will support enterprise portfolio management, Capital Planning and Investment Control (CPIC) activities, and strategic planning across USDA's IT investment landscape. As part of the IT Portfolio Management Team, you will analyze investment data, document business needs, and ensure alignment between IT investments, mission priorities, modernization goals, and federal guidance.
Key Responsibilities- CPIC support: investment data quality checks, portfolio analysis, milestone tracking, and OMB submission prep.
- Portfolio assessments: evaluate investments against CIO rating criteria and assign ratings.
- Portfolio reviews: assess alignment with enterprise strategies, business capabilities, and modernization priorities.
- Investment planning: support alternatives analysis, prioritization, and compliance with federal IT guidance.
- Documentation: maintain artifacts in EA/portfolio repositories.
- Collaboration:
work with analysts, architects, and program teams to validate requirements. - UAT support: test USDA's IT portfolio management tool, document results, and coordinate fixes.
- Reporting: develop templates, guidance packages, dashboards, and roadmaps.
- Process improvement: provide analytical support for policy development and organizational change.
- Bachelor's in Business Administration, Information Systems, or related field.
- 7–10+ years as a Business Analyst, CPIC Analyst, IT Management Analyst, Portfolio Analyst, or similar.
- Familiarity with CPIC processes, federal IT portfolio management, FITARA, and OMB Circular A-11.
- Strong skills in documentation, executive briefings, business process modeling, and portfolio evaluation.
- Proficiency in Microsoft Office, collaboration tools, and portfolio analysis software.
- Excellent facilitation, communication, and stakeholder engagement skills.
- Experience supporting federal executive branch agencies under OMB Circular A-11.
- Familiarity with federal IT governance frameworks.
- Exposure to TBM, EA, or enterprise modernization initiatives.
- Professional certifications (IIBA, BIZBOK, IT portfolio management) are a plus.
