Workforce Development Manager

Bart's Electric is a commercial electrical and special systems contractor headquartered in Liberty, MO, and a merit shop built on a simple idea:
We Build People. BE360 is our workforce development and education initiative, focused on building the next generation of electrical talent. This role leads that mission in the community.

The Workforce Development Manager leads BE360's workforce pipeline efforts by developing partnerships, programs, and outreach that introduce individuals to careers in the electrical industry. You'll serve as the primary community ambassador for BE360 and drive engagement, awareness, and recruitment into the skilled trades and apprenticeship pathways. This role owns all workforce development programs outside of Bart's Electric's registered apprenticeship.

Key Responsibilities

  • Lead BE360's workforce development strategy and annual planning.
  • Develop and oversee pipeline programs — youth, adult career transition, pre-apprenticeship, summer camps and academies, and skilled-trades exploration.
  • Ensure effective program delivery, operations, and continuous improvement.
  • Build relationships with high schools, CTE programs, colleges, workforce boards, nonprofits, and community organizations.
  • Partner with electrical contractors, industry groups, and workforce agencies.
  • Strengthen regional collaboration and workforce pipeline development.
  • Conduct school visits, career fairs, presentations, and facility tours.
  • Engage educators, counselors, parents, and workforce partners.
  • Promote electrical careers and drive interest into apprenticeship programs.
  • Oversee registration, communication, scheduling, and participant tracking.
  • Coordinate instructors, events, facilities, and logistics.
  • Monitor participation and program outcomes.
  • Support contractor engagement and sponsorship opportunities.
  • Assist with grants and workforce development initiatives alongside the Grants & Strategic Initiatives Coordinator.
  • Identify opportunities to expand program reach and funding.
  • Participants served annually (including targets such as 100+ non-employee participants).
  • School and community partnerships developed.
  • Outreach events and career presentations delivered.
  • Transition rates into apprenticeship and electrical careers.
  • Program satisfaction and engagement.
  • Contractor participation and sponsorship growth.

Qualifications

Preferred

  • Electrical industry experience (Master Electrician a plus).
  • Experience in workforce development, recruiting, or education programs.
  • Experience teaching, mentoring, or developing others.

Skills

  • Strong public speaking and relationship-building skills.
  • Strong organizational, project-management, and event-coordination skills.
  • Self-starter capable of building new external programs and partnerships from the ground up.
  • Excellent communication and leadership skills.
