Assists in directing area office operations, managing and supervising employees involved in construction, design, maintenance, survey, laboratory activities and/or office operations. Reports to the Area Engineer, who has full authority for approval of all work. Responsible for the operations of the area office in the absence of the Area Engineer. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives.
Issues are rarely referred to the supervisor but are handled at the occurrence.
- Assist Area Engineer in projecting personnel and equipment needed for each project; respond to emergency situations or conditions to assist with office activities.
- Conduct pre‑construction, Employee Forum, and/or safety meetings.
- Determine quantities and estimate costs.
- Inspect roads, monitor maintenance activities and coordinate scheduling of maintenance work with construction projects.
- Monitor traffic control plans.
- Oversee right‑of‑way, design and/or plan preparation for area office.
- Plan and schedule work of construction personnel and provide them with on‑the‑job training.
- Prepare and/or review monthly and final estimates and final construction reports.
- Resolve public complaints.
- Work with governmental officials on behalf of the Area Engineer.
- Perform other job responsibilities as assigned.
- Education: Bachelor’s Degree in engineering or related science; a higher degree accepted by TX PELS.
- Experience: 4 years of transportation engineering (full‑time or prorated part‑time equivalent). Related graduate‑level education may be substituted for experience on a year‑per‑year basis.
- Valid driver’s license.
- Licensed Professional Engineer (P.E.)*.
* Professional engineers licensed in another state must meet Texas requirements within six months of hire and sign an agreement.
Physical Requirements- Sedentary work: lift up to 10 lbs occasionally.
- Light work: lift up to 20 lbs frequently.
- Standing: prolonged periods.
- Repetitive motion: substantial movements of wrists, hands, and fingers.
Must pass a drug test prior to employment. This safety‑impact position is subject to random drug testing. The Department of Transportation’s Drug and Alcohol Testing Regulation – 49 CFR Part 40 – does not authorize medical marijuana as a valid medical explanation for a positive drug test result for an employee in this position.
