Anchor Talent has partnered with a global chemical manufacturer to identify an experienced Health, Safety & Environmental (HSE) Manager for its manufacturing facility in Liberty, Texas.
This is a highly visible, plant-facing leadership role supporting a growing chemical manufacturing operation. The facility continues to strengthen and mature its Health, Safety & Environmental programs while supporting operational growth, process improvements, and evolving product lines. The successful candidate will play a critical role in advancing the site's safety culture, strengthening HSE systems, and ensuring compliance with OSHA, EPA, and Process Safety Management (PSM) requirements.
Success in this role comes from balancing technical expertise with operational leadership. You'll spend significant time on the manufacturing floor building relationships with operators, supervisors, and plant leadership while leading HSE initiatives that improve employee safety, environmental stewardship, regulatory compliance, and overall operational performance.
What You'll Do- Serve as the site leader for Health, Safety & Environmental (HSE) programs
- Partner with operations, maintenance, engineering, and plant leadership to integrate HSE into daily manufacturing activities and operational decision-making.
- Maintain a visible presence on the manufacturing floor by coaching employees, reinforcing safe work practices, and fostering a behavior-based safety culture.
- Lead incident investigations, root cause analyses, corrective actions, and continuous improvement initiatives that reduce risk and improve operational performance.
- Support OSHA Process Safety Management (PSM), EPA regulatory compliance, Risk Management Program (RMP), and other site HSE initiatives while ensuring compliance with applicable federal, state, and local regulations.
- Coordinate environmental permitting, regulatory reporting, inspections, audits, compliance activities while serving as a key site resource during internal and external reviews.
- Participate in Process Hazard Analyses (PHA), HAZOP reviews, Management of Change (MOC), and other process safety initiatives that strengthen operational reliability and support safe growth.
- Partner with internal stakeholders and external consultants to enhance HSE management systems, support Responsible Care Management System (RCMS) initiatives, and improve overall site performance.
- Deliver engaging HSE training while coaching supervisors and employees to build accountability, ownership, and continuous improvement throughout the organization.
- Bachelor's degree in Engineering, Environmental Science, Occupational Safety, Chemistry, Industrial Hygiene, or a related technical discipline preferred.
- 5+ years of progressive HSE leadership experience within chemical manufacturing or another OSHA PSM-regulated industrial environment.
- Demonstrated experience supporting OSHA Process Safety Management (PSM), EPA compliance, environmental permitting, regulatory reporting, and audit readiness.
- Working knowledge of process safety methodologies including PHA, HAZOP, MOC, LOPA, or similar risk assessment processes is strongly preferred.
- Experience leading incident investigations, root cause analysis, behavior-based safety initiatives, and continuous improvement programs.
- Familiarity with RCMS, ISO 14001, ISO 45001, and other environmental or safety management systems is preferred.
- Proven ability to influence all levels of a manufacturing organization through strong communication, coaching, and a visible leadership presence on the plant floor.
