Position Purpose

Owns permits, emissions, discharge and waste compliance. Permit conditions are schedule constraints on startup, so this role protects the commissioning date as much as it protects the environment.

Key Responsibilities
  • Own all environmental permits and authorizations, including air authorizations, wastewater discharge, stormwater and waste registrations, and track every condition and deadline.
  • Build the emissions inventory and monitoring plan covering point sources, fugitive emissions, volatile organic compounds and any thermal oxidizer or scrubber controls.
  • Prepare and submit compliance reports to state and federal agencies and maintain the compliance calendar.
  • Set up the stormwater pollution prevention plan and spill prevention control and countermeasure plan for the construction and operating phases.
  • Establish waste characterization, manifesting, storage and disposal procedures, including solvent and spent catalyst streams.
  • Support the government and regulatory submittal package with environmental content.
  • Train site personnel on environmental requirements and lead agency inspections.
Required Qualifications
  • Bachelor's degree in environmental science, engineering or a related field.
  • Five or more years of environmental compliance at an industrial facility in Texas.
  • Direct working experience with TCEQ permitting and reporting.
  • Command of RCRA, Clean Air Act and Clean Water Act obligations as they apply to chemical manufacturing.
Preferred Qualifications
  • Experience taking a greenfield facility through initial permit to operate.
  • Title V and EPA Risk Management Program experience.
  • Wastewater pretreatment design familiarity.
