Job Description

The Nebraska Department of Transportation (NDOT) is seeking a motivated and detail‑oriented professional to lead the coordination and delivery of training and workforce development initiatives for the Nebraska Local Technical Assistance Program (LTAP). Utilizing previous transportation industry experience and strong stakeholder engagement skills, this position collaborates with local public agencies, external partners, and advisory groups to develop annual training plans that support the professional growth of NDOT staff and local agency personnel.

This role also provides support for a variety of technical, administrative, and business management functions that advance LTAP’s goals.

Job Duties
  • Program Coordination and Management – lead the planning, coordination, and execution of statewide training programs, professional development initiatives, conferences, and workshops for NDOT and local public agency personnel. Implement annual training plans in collaboration with NDOT divisions, local agencies, and stakeholder advisory groups, serving as the primary liaison with internal staff, external partners, professional associations, and community stakeholders to ensure program goals and workforce development objectives are achieved.

    Monitor program effectiveness, recommend improvements, and ensure alignment with NDOT’s long‑term strategic goals.
  • Event Planning and Stakeholder Engagement – manage all aspects of LTAP conferences, workshops, and training events, including scheduling, venue selection, logistics, registration, billing, vendor coordination, and attendee communications.
  • Administrative and Fiscal Management – develop, monitor, and manage program budgets, including expenditures for events, training, and related activities. Ensure compliance with federal and state requirements related to workforce development and professional development programs.
  • Research, Analysis, and Reporting – conduct research and program analysis to support planning and funding requests; prepare reports, proposals, and recommendations for NDOT leadership and external agencies, and evaluate policies, procedures, and program processes.
  • Contractor and Vendor Oversight – oversee contractors, consultants, and vendors to ensure timely, high‑quality delivery of services and compliance with contract provisions. Responsible for progress reports and documentation for internal and external stakeholders, ensuring accountability and transparency in the program.
  • Collaborate with NDOT staff, local agencies, and professional associations to identify emerging training needs and priorities; provide guidance, mentorship, and support to staff involved in LTAP program activities and represent the program at statewide and national transportation conferences and events, strengthening partnerships and advancing the program’s objectives.
