Program Manager II – Office of Children’s Services Licensing
Health & Human Services – Agency 25, Lincoln, NE
Salary: $31.186 per hour (approximately $65,000 annually).
Responsibilities- Develop, maintain, and supervise a strong and well‑functioning team.
- Standardize processes and procedures, and coordinate and work with internal and external stakeholders.
- Write legislative impact statements, and develop, write, and implement regulations.
- Address customer complaints.
- Use strong ethical decision‑making skills and the ability to quickly mobilize in response to changing priorities.
- Oversee and manage licensing for Family Child Care Homes I & II, Child Care Centers, Preschools, School Age Only Centers, Residential Child‑Caring Agencies, and Child‑Placing Agencies.
- Administer the Residential Child‑Caring staff fingerprint‑based eligibility determination system and the child care staff fingerprint‑based eligibility determination system.
- Minimum Qualifications: Bachelor’s degree in business or public administration, social/behavioral sciences, education, health sciences, public health, law, or a related field, plus at least one year of experience in program planning, implementation, budgeting, monitoring, evaluating, marketing a program or service, and supervising/managing staff. Related coursework, training, or education may substitute for the bachelor’s degree on a year‑for‑year basis.
- Preferred Qualifications: Supervisory experience; ability to make and implement decisions; ability to work independently with minimal guidance; ability to present information to stakeholders verbally and in writing; prior experience or knowledge of child care or child welfare professions.
- Experience or training related to research, presentation, or publication in an area related to the programs or functions of the employing agency.
- Business administration and accounting knowledge.
- Customer service skills.
- Technical support work, including use of computer software such as word processing, spreadsheets, and database management.
