the department of social services accountability office (dss‑ao) is responsible for supporting the integrity of social services programs administered by the new york city human resources administration (hra), department of social services (dss) and department of homeless services (dhs).
dss‑ao maintains the operation of the office of audit and quality assurance (oaqa), office of compliance & support (oas), investigation, revenue and enforcement administration (irea), office of data security management (odsm) and the vendor monitoring office (vmo).
the vendor monitoring office is responsible for setting, monitoring, and modifying agency‑wide policy for how vendors are managed and held accountable for complying with contractual, regulatory and legal requirements. Within vmo, grant & non‑contracted vendor monitoring ensures effective oversight and monitoring of grant‑funded programs and non‑contracted vendors.
positionvendor monitoring office is recruiting for (1) administrative staff analyst nm ii to function as a director, grant & non‑contracted vendor monitoring who will:
- direct and coordinate professional staff engaged in conducting oversight and management of grant monitoring activities of grant‑funded programs and non‑contracted vendors. Ensure that all monitoring activities comply with monitoring standards, and regulatory and statutory requirements. Provide strategic oversight to the grant and non‑contracted vendor monitoring team.
- develop monitoring tools to ensure compliance with funded grants, agency policies and relevant regulations. Provide timely reporting on grants and vendor management activities.
- direct the analysis of non‑contracted vendor performance, provide guidance on the analysis of data as it relates to program integrity, compliance, conflicts of interest, policies, state laws, and city requirements. Resolve issues related to third‑party uncontracted payees, including statutory payees, uncontracted landlords, brokers, movers, and storage providers. Monitor corrective actions when appropriate.
- provide training to staff fostering expertise in agency policies, relevant regulations, and reporting requirements related to grant and non‑contracted vendors.
- build the agency’s infrastructure/oversight of brokers, movers, and storage providers. Provide training for grant and non‑contracted vendor monitoring via metrics, review collected data, identify gaps, measure data against set indicators and list key requirements. Use such information for decision‑making processes and reporting.
- develop comprehensive reports, data tracking, processing, and analysis documenting findings for submission to the executive director, grants & invoice review monitoring. Maintain a portfolio of vendors to develop methods of forecasting and tending issues.
- foster collaboration and uniformity across the agency’s provider monitoring practices. Develop and maintain cooperative relationships with key stakeholders, including external parties and internal programs leaders.
salary range: $115,000 - $130,000
