Director of Construction & Capital Projects

Full Time Senior Management

Lincoln, NE, US (frequent travel up to 75% across Nebraska and Iowa)

Summary

The Director of Construction & Capital Projects leads all construction, capital development, and facilities initiatives for third‑party clients and internal projects, building a sustainable revenue‑generating construction division that supports long‑term economic growth.

Pay Grade Placement Guidelines
  • Grade 18:
    Qualified construction leader with a relevant bachelor’s degree and at least 10 years of progressive construction, project management, or capital project experience.
  • Grade 19:
    Experienced construction professional with success overseeing multiple concurrent projects and leading teams.
  • Grade 20:
    Senior construction leader with extensive experience directing large‑scale capital projects and developing business opportunities.
  • Grade 21:
    Executive‑level construction leader with a proven track record of building or expanding construction operations, generating revenue, securing major projects, and leveraging a strong professional network.
What Success Looks Like (First 3–9 Months)
  • Establish the foundation, systems, and reporting structure for Osni Ponca’s construction division.
  • Develop a qualified pipeline of tribal, commercial, federal, and strategic partnership opportunities.
  • Successfully advance priority capital projects within budget, schedule, and quality expectations.
  • Build productive relationships with contractors, architects, engineers, developers, and strategic partners.
  • Position the division for long‑term growth as a sustainable revenue‑generating business unit.
Essential Responsibilities and Duties
  • Lead all construction, development and other capital improvement projects.
  • Build, grow, and oversee a sustainable revenue‑generating construction division, including locating, supervising and managing future staff, consultants, and contracted resources.
  • Develop short‑ and long‑term construction and capital development strategies.
  • Oversee projects from concept through completion, ensuring scope, schedule, budget, and quality objectives are met.
  • Establish project management standards, reporting systems, and cost‑control procedures.
  • Manage contractor, consultant, vendor, and subcontractor procurement, selection, negotiation, and performance.
  • Develop and manage capital budgets, forecasts, contingencies, and financial reporting.
  • Identify and mitigate operational, financial, legal, safety, and schedule risks.
  • Ensure compliance with tribal, local, state, federal, and OSHA requirements.
  • Pursue tribal, commercial, federal, and strategic partnership opportunities that contribute to long‑term revenue generation.
  • Provide executive‑level reporting and recommendations to the CEO and Board of Directors.
Required Qualifications
  • Bachelor’s degree in construction management, engineering, architecture, project management, business, or a related field.
  • Minimum ten (10) years of progressive construction leadership experience.
  • Demonstrated success managing commercial, retail, infrastructure, public/institutional, industrial, or other capital development projects.
  • Strong financial acumen including budgeting, forecasting, cost controls, and ROI analysis.
  • Experience negotiating and managing contractors, architects, engineers, and consultants.
  • Demonstrated ability to identify and advance construction opportunities through professional relationships, industry networks, and strategic partnerships.
  • Strong communication and presentation skills with executive leadership and governing boards.
  • Valid driver’s license and ability to travel up to 75%.
Preferred Qualifications
  • Fifteen or more years of senior construction leadership experience.
  • Experience working with Tribal governments or Tribal enterprises.
  • Experience supporting federal contracting or strategic partnership initiatives.
  • PMP, CCM, OSHA 30, or similar professional certifications.
  • Proven track record of business development and revenue generation.
Indian Preference

Preference will be given to qualified Ponca Tribe of Nebraska citizens and citizens of other federally recognized tribes.
