Purpose StatementThe English Language Development (ELD) Specialist supports the implementation, monitoring, and continuous improvement of district English Language Development programs and services. This role collaborates with team members, school staff, and stakeholders to develop content language amplifications in support of English Language Development and academic success for multilingual learners.
The ELD Specialist also collaborates with content teams to develop and deliver effective professional learning for a variety of audiences and supports family engagement efforts that strengthen communication, access, and partnership for ELD students and their families.
This job reports to the Assistant Superintendent of Special Services.
Essential Functions- Collaborates with district personnel and other districts to implement and maintain services and/or programs.
- Coordinates program components, support needs and materials for delivering services that conform to established guidelines.
- Coordinates with a variety of personnel to deliver comprehensive services for students in compliance with established guidelines.
- Evaluates programs and projects to achieve objectives within the area of responsibility.
- Facilitates meetings, processes, and procedures for implementing and maintaining programs and services for students receiving ELD, immigrant, and migrant services.
- Implements assigned procedures for screening, placement, and reclassification to conform to district, state and federal guidelines.
- Maintains manual and electronic files and records to provide up-to-date reference, conduct screenings, and comply with regulatory requirements.
- Monitors district ELD program components to coordinate activities and ensure compliance with financial, legal, and administrative requirements.
- Participates in meetings (workshops, parent conferences, state conferences, committees) to gather and share information related to student needs or program improvement.
- Prepares written materials (reports, student activities, correspondence, audits) to document activities and convey information.
- Presents information on a variety of topics to communicate and gain feedback.
- Researches current practices, policies, and education codes to provide information, recommendations, and address program requirements.
- Facilitates the organization of annual family programs that support ELD students, caregivers, and school-based staff.
- Plans, delivers, and adjusts instruction for individual students, small groups, and whole classes as needed to meet the linguistic and academic needs of multilingual learners.
- Performs other related duties as assigned to ensure efficient and effective functioning of the work unit.
Minimum Qualifications
Skills, Knowledge and Abilities
Skills:
Operating office equipment, using software applications, facilitating meetings, planning and managing programs, preparing and maintaining accurate records.
Knowledge:
Basic math, reading technical information, composing documents, facilitating group discussions, solving practical problems, behavior patterns of learning disabled children, special education codes/laws/rules/regulations, community resources, curriculum and instructional methods.
Abilities:
Scheduling activities, meetings, and events; gathering, collating, and classifying data; using job-related equipment; independently solving problems; interpreting guidelines; adapting to changing priorities; communicating with diverse groups; building collaborative relationships; working with frequent interruptions.
Responsibilities

Working Environment

Experience Job-related experience with increasing levels of responsibility.
Education Master’s degree in a related area.
Certificates & Licenses ESOL Certification.
Clearances Criminal Justice Fingerprint/Background Clearance.
