Job Summary
The City of Bellevue Transportation Department is seeking a Senior Transportation Planner who is self‑motivated and team‑oriented to join our team of progressive professionals in the Transportation Planning Division. The Senior Transportation Planner will manage a variety of transportation planning, policy, and code projects to keep Bellevue moving forward, working on citywide and corridor‑specific initiatives and collaborating with partner agencies.
Essential Duties And Responsibilities- Project Management – Serve as project manager, subject matter expert, or task lead for long‑range transportation plans, corridor plans, codes, and pedestrian and bicycle network improvement projects. Manage budgets, scopes, schedules, and performance targets; procure and manage consultant services; oversee project teams; and develop community engagement strategies.
- Community Engagement – Create public engagement plans, develop presentation materials for open houses and forums, conduct online questionnaires, and guide stakeholder input through the entire policy, code, and project lifecycle.
- Transportation Commission Support – Prepare agendas and logistic support for the Transportation Commission, ensuring meetings are accessible to the public and recommendations are well‑vetted.
- Planning, Research, and Communications – Analyze policies, plans, codes, and projects; prepare reports of findings; and support implementation of project concepts that improve mobility options.
- Governmental Relations – Build relationships with external agencies, community groups, property owners, and business organizations to implement Bellevue’s transportation vision.
- Transportation planning principles, practices, and methods applicable to a municipal setting.
- Transportation policies, plans, and codes including the preparation of staff recommendations and the public vetting and adoption process.
- Research methods and the ability to compile and analyze data for policy and code recommendations.
- Familiarity with NACTO, Vision Zero, Safe Systems, and Complete Streets concepts and approaches.
- Knowledge of Bellevue’s Mobility Implementation Plan and Vision Zero Strategic Plan.
- Public involvement techniques and processes for adopting policies, codes, plans, and projects.
- Contract and program budget management.
- Proficiency with Adobe Illustrator, Photoshop, InDesign, and Microsoft Office.
- Ability to manage complex transportation policy, code, and planning projects from concept to adoption.
- Procure, select, and manage professional service consultants.
- Represent the Transportation Department at the Transportation Commission and prepare recommendations for City Council.
- Communicate technical information in a non‑technical manner to diverse audiences.
- Use sound judgment under stressful situations and handle sensitive issues with diplomacy.
- Establish and maintain effective working relationships with city staff, other agencies, elected officials, and the community.
- Facilitate or participate in technical working groups across city divisions.
- Manage time across multiple projects, priorities, and deadlines in a dynamic environment.
- Identify and address risks to project scope, schedule, or budget and deliver projects on time and on budget.
- Graduation from an accredited four‑year college or university in land‑use planning, urban planning, transportation, or a closely related field.
- Minimum: five (5) years of professional experience, including two (2) years of project management; comprehensive understanding of planning principles and techniques related to land use, environment, transportation, and associated disciplines.
- Preferred: seven (7) years of professional experience in land‑use planning, development, economics, growth management, transportation, environmental planning, or urban design; advanced degree and/or American Institute of Certified Planners designation. Any combination of education and experience that meets the above competencies will be considered.
