The Fiscal Operations Manager is responsible for overseeing the financial operations of the Southeast Nebraska Development District (SENDD) and ensuring compliance with applicable federal, state, and local requirements. This position provides financial leadership, manages accounting and reporting functions, supports grant compliance, and supervises accounting and administrative staff. The Fiscal Operations Manager exercises independent judgment and discretion in financial and operational matters and serves as a key advisor to the Executive Director and Board of Directors.
Essential Duties and Responsibilities- Oversee SENDD’s financial operations, accounting systems, and financial reporting activities.
- Prepare and review monthly, quarterly, and annual financial statements and reports.
- Present financial information and analysis to the Executive Director and Board of Directors.
- Maintain and monitor internal controls, financial policies, and accounting procedures.
- Manage financial aspects of federal and state grants, including budget oversight, compliance monitoring, payment requests, inventory, and required reporting.
- Oversee accounts payable and receivable functions, general ledger activity, journal entries, and balance sheet reconciliations.
- Manage depreciation schedules, deferred revenue, and other long-term accounting items.
- Oversee payroll administration and ensure accurate payroll and benefits reporting.
- Coordinate and oversee the annual audit process, including preparation of financial statements, coordination with external auditors, and timely completion of audit requirements.
- Supervise, train, and delegate work to part-time accounting and administrative staff.
- Support organizational leadership with financial planning, analysis, and internal reporting.
- Perform other related duties as assigned in support of organizational operations.
- Bachelor’s degree in accounting, finance, business administration, or a related field.
- Minimum of three (3) years of progressively responsible experience in accounting or financial management.
- Working knowledge of fund accounting, grant compliance, and financial reporting requirements.
- Strong analytical, organizational, and communication skills.
- CPA, CMA, or similar professional certification.
- Experience managing federal or state grant financial compliance.
- Prior supervisory or leadership experience.
Work is primarily performed in an office environment. The position requires regular use of standard office equipment and software. The standard work schedule is Monday through Friday with flexible start and end times. Occasional additional hours may be required for evening meetings, during month-end, year-end, audit periods, or to meet the emerging needs of the organization.
