Job Description:

This position will provide policy guidance and assistance to internal and external customers regarding complex tax incentives issues. The position will educate DED internal and external customers on tax incentive programs and will be responsible for the development of incentive program guidelines and rules and regulations to assist in the efficient administration of the DED Tax Incentive programs. The position will work closely with the Business Recruitment team to assist with the understanding of the use of tax incentive programs in the context of a layered business recruitment package.

The director or deputy director may assign this position special project which require a high level of attention to detail. The position will be responsible and capable of reviewing financial statements documentation to assist in determining appropriate aid packages. The position will be responsible for tracking Tax incentive legislation and assisting with its implementation. The position may be assigned additional special projects including communicating or presenting Incentives information to the public through webinars, conferences, or seminars.

Assist with internal and external audits of tax incentive programs. Lead and coordinate financial reviews of tax incentive and grant programs. The position will respond directly to taxpayer inquiries regarding DED Tax Incentive programs and serve as a liaison to the Department of Revenue.

Job Duties:

Reviews, analyzes, and research financial statements for businesses to recommend appropriate financial assistance and tax incentives for economic development projects. Advises Economic Development Tax Incentive Division staff and businesses about the financial impact of tax incentives. Investigates, analyzes, researches, and presents proposed policies, processes, legislation, regulations, and rulings in the assigned program. Monitors, analyzes, and interprets legislative, policy, and/or regulatory developments (both state and federal) for the assigned program.

Develops policy, regulations, and/or procedures to address changes or compliance needs in the assigned program. Coordinates the implementation of changes to the assigned program, including communications to taxpayers, training internal staff, educational pamphlet design, etc. Develops internal and external educational presentations and information guides. Presents educational programs at conventions, seminars, and educational institutions to keep tax attorneys, accountants, and practitioners up to date with economic development tax incentive programs.

Resolves complex program problems where precedent is widely divergent and resolution ultimately rests upon a thorough and current knowledge of laws, policies, regulations, procedures, processes, and industry practices.
