OverviewThis position will provide policy guidance and assistance to internal and external customers regarding complex tax incentives issues. The position will educate DED customers on tax incentive programs and will be responsible for the development of incentive program guidelines, rules, and regulations to assist in the efficient administration of the DED Tax Incentive programs. The position will work closely with the Business Recruitment team to assist with the understanding of the use of tax incentive programs in the context of a layered business recruitment package.
The director or deputy director may assign this position special projects which require a high level of attention to detail. The position will be responsible for reviewing financial statements documentation to assist in determining appropriate aid packages, tracking tax incentive legislation, and assisting with its implementation. Additional special projects may include communicating or presenting incentive information to the public through webinars, conferences, or seminars, assisting with internal and external audits, leading and coordinating financial reviews of tax incentive and grant programs, and responding directly to taxpayer inquiries regarding DED Tax Incentive programs as a liaison to the Department of Revenue.
Job DutiesReviews, analyzes, and researches financial statements for businesses to recommend appropriate financial assistance and tax incentives for economic development projects. Advises Economic Development Tax Incentive Division staff and businesses about the financial impact of tax incentives. Investigates, analyzes, researches, and presents proposed policies, processes, legislation, regulations, and rulings. Monitors and interprets legislative, policy, and regulatory developments. Develops policy, regulations, and procedures to address compliance needs.
Coordinates implementation of changes, including communications to taxpayers, staff training, and educational guide design. Develops internal and external educational presentations. Presents educational programs at conventions and seminars. Resolves complex program problems relying on comprehensive knowledge of laws. Examines, researches, and resolves program issues delivered through various channels. Coordinates special projects as assigned. All duties within scope of classification.
Minimum Qualifications:
Bachelor's degree in business, economics, public administration, community or regional planning, marketing, or related field and three years’ experience in complex tax program research and analysis. Or equivalent work experience in business, accounting, or finance may substitute for education on a year‑for‑year basis in addition to three years’ experience.
Preferred Qualifications:
Bachelor’s degree in economics, accounting, or tax incentive experience is preferred.
Other:
Minimal (less than 5%) travel may be required. Must have valid driver’s license or reliable transportation. Pay commensurate with experience. Regular and reliable attendance required.
Knowledge of DED tax incentive programs, policies, procedures, processes, regulations, and tax rulings; extensive policy development and legislative research.
Skill in presenting persuasive arguments, organizing, implementing processes.
Ability to communicate effectively with a wide range of people, interpret state statutes, judge merits of arguments, conduct independent research and analysis of complex tax incentive programs.
