Position Summary

We are seeking an experienced IT Business Systems Analyst to work closely with business users, technical teams, and vendors to analyze business needs and design effective web-based solutions. This role focuses on requirements gathering, system design, testing, documentation, and production support for internal and public-facing web applications.

The ideal candidate is a strong communicator who can translate business goals into clear technical requirements and thrive in a fast-paced, collaborative environment.

• Work directly with business users to understand objectives, gather detailed requirements, and document clear functional and business requirements
• Define and document user stories, functional requirements, and business goals for web application development
• Recommend and implement strategies to enhance website functionality, user experience, and performance
• Propose and design technical web applications, including site structure, features, and user flows
• Design reports and dashboards to support business leadership needs
• Act as a liaison between application developers, business users, and vendors to analyze and design new or enhanced system functionality
• Research, analyze, and communicate existing business processes
• Collaborate with technical architects to propose sound technical solutions
• Create and execute detailed system test cases to validate requirements
• Develop and maintain system and training documentation
• Provide IT production support, including issue investigation, testing fixes, and delivering resolutions to end users

• Post–high school coursework, training, or experience in:
• Business process analysis
• System requirements analysis
• Business process application development

• Associate or Bachelor’s degree in Information Systems, Information Technology, Business, Computer Science, or a related field
• 5+ years of experience as a Business Analyst or Solutions Analyst
• Experience with full-scale web design and development for internal and public-facing applications
• Understanding of Software Development Life Cycle (SDLC) methodologies
• Experience working with DHHS systems
• Knowledge of Clarity, Workfront, and Jira
• Proficiency with Microsoft Office tools (Outlook, Word, Excel, Visio, SharePoint)

• Strong interpersonal and analytical skills
• Ability to clearly communicate technical information to non-technical audiences (written and verbal)
• Strong presentation and communication skills
• Experience working with multiple levels of business and technical stakeholders
• Ability to work independently with minimal supervision
• Strong organizational, planning, problem-solving, and decision-making skills
• Ability to multitask and adapt to changing priorities
• Experience working in a fast-paced, collaborative team environment
• Ability to meet deadlines while managing multiple concurrent projects
