Aboutthe Office of Management Analysis and Planning (OMAP)
OMAP analyzes and evaluates Departmental policies, programs, and resources to make recommendations to the Police Commissioner to ensure maximum organizational efficiency and effectiveness of the Department. OMAP is the research and assessment arm of the Department, comprised of both uniform and civilian members with a wide variety of academic and professional experiences. OMAP conducts analyses to improve effectiveness and efficiency (e.g., personnel deployments, resource allocation), develops complex pilot projects, formulates policy recommendations, and prepares briefing materials for the Police Commissioner on a wide range of legislative and procedural issues.
Position:Data Engineer, New York City Police Department Data Science Team
A skilled and highly motivated Data Engineer is sought to join the OMAP Data Science team. The successful candidate will contribute to the section mission by designing and developing data‑intensive applications to strengthen the Department data foundation. Responsibilities include development work in Python and database management, working with both structured and unstructured datasets, and writing clean code to integrate with analysis tools and support data science services.
Strong interpersonal and project‑management skills are required.

Minimum Qualifications- For Assignment Level I:
Master’s degree in an accredited college or university with a specialization in a suitable field of physical, biological, environmental science or public health. - For Assignment Level II and above:
- A doctorate degree with one year of full‑time supervisory, administrative or research experience in the relevant field.
- A master’s degree with three years of full‑time research experience in the relevant field.
- Or equivalent education/experience. Candidates must have at least a master’s degree and at least two years of experience as described above; two years as a City Research Scientist Level I may substitute for the experience required.
Appointments to this position are subject to a minimum probationary period of one year.
Preferred Skills- Experience designing and developing data‑driven applications using Python.
- Develop ETL pipelines to prepare department data for analysis and improve overall data governance (e.g., Pandas, Cloud).
- Develop data infrastructure to support statistical and machine‑learning models (e.g., Docker).
- Conduct complex data analysis to inform design and development decisions.
- Write clean code that integrates data sources with Power BI.
- Write advanced SQL queries to support analytic projects.
- Work with unstructured data such as text, geospatial, and network data (e.g., NLTK, Geopy, Network
