Job Description

The Nebraska Department of Health and Human Services’ Division is looking for IT Business Systems Analysts to provide support for the DHHS Web Solution Applications team. This position will act as a liaison between business users and IT technical developers of large system applications, facilitating new and enhanced system development. The Business Analyst may be responsible for identifying business needs from customers, gathering requirements, creating BRS documents, designing new applications (including look and feel and workflow processes), and organizing and prioritizing project workloads within the team.

This is a full‑time/permanent on‑site role in Lincoln, Nebraska. Regular and reliable attendance is required and the role is not eligible for contract work.

Examples of Work
  • Work directly with business users to understand objectives, gather detailed requirements, and document them into clear requirements.
  • Define and document user stories, functional requirements, and business goals related to web applications for technical developers.
  • Recommend and implement strategies to enhance website functionality, user experience, and overall performance.
  • Propose and design technical web applications, including website structure, features, and user flows, to meet business needs.
  • Design reports and dashboards to meet business leader’s needs.
  • Act as a liaison between application developers, business users, and vendors to analyze and design new or improved systems functionality.
  • Research, analyze and communicate existing business processes to business users.
  • Work with technical architects to propose sound technical solutions to business users.
  • Create and execute detailed system test cases to validate that all requirements have been met.
  • Maintain system and training documentation.
  • Provide IT production support to business end users by responding to questions, investigating system issues, testing changes or corrections, and providing resolutions.
Requirements / Qualifications

Minimum Qualifications:

Post‑high school coursework, training, or experience in the analysis of business processes and system requirements, and the creation of business process applications.

Preferred Qualifications
  • Associate or bachelor’s degree in information systems, information technology, business, computer science or related field.
  • 5+ years working as a business/solutions analyst.
  • Experience in full‑scale web design and development for internal and public‑facing applications.
  • Understanding of SDLC methodologies.
  • Knowledge of Clarity, Workfront and JIRA.
  • Proficiency with Microsoft Office (Outlook, Word, Excel, Visio, SharePoint).
  • Experience working with DHHS systems.
Knowledge, Skills, and Abilities
  • Strong interpersonal and analytical skills.
  • Ability to clearly and concisely communicate technical information to non‑technical audiences.
  • Strong verbal and written communication, and presentation skills.
  • Experience working directly with various levels of business and technical staff to determine sound technical solutions for business requirements.
  • Effectively communicate with internal and external clients, peers, and management.
  • Self‑motivated, self‑starter with the ability to work independently.
  • Strong organization, planning, problem‑solving, and decision‑making skills.
  • Ability to multi‑task with changing priorities and requirements.
  • Experience in a fast‑paced collaborative team environment.
  • Ability to perform work assigned with minimal supervision, meeting deadlines for concurrent projects.
  • Experience in meeting facilitation, information gathering, research exploration and problem resolution.
