The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high‑quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $35B, and another $13.6B projected over the next 10‑year commitment plan. BEDC implements projects that enable DEP to continue to operate and maintain an exemplary water supply system.
The Capital Budget and Contracts (CBC) division provides support to the Bureau in the areas of procurement management, change order processing, contract processing, contract close‑outs, capital budget management and payment review.
BEDC seeks to hire an Administrative Project Manager (NM) to serve as the Task Order Contract (TOC) Manager for the CBC Division, located at our headquarters in Queens, NY. BEDC currently manages 180 active projects that support DEP’s core operations, revenue protection, regulatory compliance, health & safety, and critical infrastructure.
Key Responsibilities- Manage and oversee the full lifecycle of Task Order Contracts supporting engineering, design, and construction management services.
- Develop task order scopes of work, cost estimates, and schedules in coordination with technical leads and project managers.
- Facilitate procurement processes, including solicitation, evaluation, and negotiation of task orders.
- Ensure all task orders comply with contractual, legal, and organizational requirements.
- Monitor task order budgets, schedules, deliverables, and performance metrics.
- Track and report contract status and expenditures for senior management and stakeholders.
- Review invoices, change requests, and contract modifications for accuracy and compliance.
- Coordinate with internal departments (engineering, budget, procurement, legal) to resolve issues and maintain alignment with program objectives.
- Maintain accurate and up‑to‑date documentation, records, and reporting in contract management systems.
- Support continuous improvement of contract management processes, templates, and procedures.

PREFERRED SKILLS- Strong understanding of contracting principles, procurement procedures, and contract compliance requirements.
- Excellent analytical, negotiation, and communication skills.
- Ability to manage multiple concurrent contracts and priorities in a fast‑paced capital program environment.
- Strong technical writing and documentation skills.
