• Direct and oversee contract operations across the NBC facilities, ensuring all work complies with contractual requirements, performance requirements, applicable performance standards, and customer feedback requirements.
• Serve as the single point of contact for the Contracting Officer and COR and respond promptly to Government inquiries, concerns, and requests for corrective action.
• Lead the planning and implementation of project activities and resources across a complex, high-volume operation while meeting deadlines and maintaining operational continuity.
• Establish performance standards, assign work to managers and staff, supervise management and production teams, support staff development, and track workforce performance.
• Assess contract compliance, review work against organizational objectives, and formulate and execute recovery plans for emergencies, workload changes, production disruptions, schedule impacts, and unanticipated events.
• Prepare complex statistical and analytical reports, conduct fact-finding for special projects, and deliver oral briefings to USCIS management officials.
• Prepare and revise standard operating procedures and ensure changes are implemented consistently across the workforce.
• Identify significant issues early, keep the Government informed, and recommend approaches that improve quality, cost, and process efficiency.
• Monitor customer satisfaction and operational performance and lead development of operating procedures, policies, training needs, and corrective actions.

• Leadership and accountability in a complex, high-volume operating environment

• Must be able to attend in-person meetings at the NBC within two consecutive business hours after Government notification.
• Must maintain qualifications and skill levels that meet or exceed the PWS throughout performance.
• The final solicitation and resulting contract will control if any requirement changes from the draft PWS.

Starting Salary Range for Program Manager:$150,000 – $180,000
