Your Team

The Office of Asset and Property Management (APM) leads the agency’s effort to protect the City’s investment in affordable housing and ensure that properties remain stable and affordable over the long term. APM actively monitors the performance and regulatory compliance of projects sponsored, supervised, and owned by the city, and connects people to affordable housing opportunities.

The Office of Asset and Property Management (APM) is composed of three divisions:
Asset Management, Housing Supervision, and Property Management.

The Division of Property Management within APM oversees three key programs that manage city-owned properties and ensure compliance. The Technical Services Program provides expertise for buildings under the Tenant Interim Lease (TIL) Program, supporting tenant associations in developing self-sufficient low-income cooperatives. The Lead Unit focuses on lead safety and health compliance in city-owned buildings. The Urban Renewal and Property Management (URPM) unit manages daily maintenance, routine repairs, local law compliance, tenant relations, and administrative functions for city-owned properties under HPD.

Together, these programs represent APM’s comprehensive approach to property management, tenant support, and safety in alignment with HPD’s mission.

URPM seeks an OMO Procurement Coordinator to create and track Open market Orders.

Your Impact

As an OMO Procurement Coordinator for Urban Renewal and Property Management (URPM) the OMO Procurement coordinator will be responsible for, but not limited to, oversight and management of procurement processes and compliance, and proper timely posting of the required completion (FIR) in the system to ensure a timely payment are process.

Your Role

Your role will be to prepare scope of work that is needed to create an Open Market Order (OMO) through the OTM/OMO system.

Your responsibilities

  • Coordinate with Program and/or the OMO Monitoring team in preparing scopes of work related to the inhouse and 311 complaints.
  • Where applicable must review cost estimates for appropriateness against industry standards.
  • Create Open Market Orders (OMO) for necessary repair work as directed by UPRM Field Operations Deputy Director and/or Director for the URPM s portfolio of buildings and/or lot (LAND).
  • Must identify all open complaint(s) in the OTM system to ensure to link the applicable to the newly created OMO to ensure the mailbox are maintain up to date.
  • Effectively work with Division of Maintenance’s Procurement Unit to ensure open market orders are correctly entered into the OTM system including accuracy of job description, identified trades, budget codes, addresses, and contact information to ensure there aren’t any delays with the bidding & awarding process.
