Hiring Rate: $19.045 (non‑exempt; rate increases to $19.473 per hour on July 1st)
Work Schedule:
Monday – Friday, 8:00 PM – 5:00 PM

OverviewThe State of Nebraska Department of Health and Human Services seeks a highly organized professional to serve as the Medicaid and Long‑Term Care (MLTC) Resource Developer. The role supports several DHHS programs, including Medicaid Long Term Care, Social Services Aged and Disabled, and the Aged and Disabled Waiver program. Responsibilities include contract monitoring, resource research, provider audits, licensing studies, and service approval to ensure client services meet minimum standards.
Key Responsibilities- Enroll independent providers for services such as transportation, respite, chore and household tasks.
- Monitor provider contracts and review billing documents.
- Evaluate provider services and facilitate complaint resolution.
- Perform on‑site audits and assessments.
- Provide recommendations for service improvement, contract revision or termination.
- Train and monitor contracted providers for home and community‑based programs.
- Travel is required, with occasional overnight travel.
- Post‑high school coursework or training in social work, sociology, counseling, psychology, child development, or a related field with experience in resource development, eligibility determination, or contract monitoring; OR a bachelor’s degree in one of the above fields.
- Strong communication skills, both written and verbal.
- Experience working with diverse backgrounds and socio‑economic levels.
- Experience engaging providers to establish collaborative relationships.
- Knowledge of human services resource development methods and procedures.
- Ability to protect confidential information.
- Problem‑solving skills across varying circumstances.
- Experience with policy regulations for programs such as SSAD, MLTC, and AD Waiver.
- Ability to manage multiple cases in a fast‑paced environment, maintaining files and records.
- Proficiency in NFOCUS, Word, Excel, and On‑Base.
- Independent work ethic.
- Valid driver’s license or authorized transportation for travel.
Knowledge of social work principles, federal and state regulations regarding service delivery, behavioral practices, counseling techniques, and community organizations.
Skill in interviewing, communication, listening, and keyboard use.
Ability to apply agency policies, protect confidentiality, interact with community leaders, analyze data for trends, prepare reports, and manage multiple files and records.
