Job Description
The Nebraska Department of Health and Human Services (DHHS) is seeking an experienced IT Applications Developer/Senior to build and support the critical systems that power public health surveillance across the state. The role is on‑site in Lincoln, NE. Effective July1,2026, starting wage will increase to $36.060/hr the position does not sponsor or transfer non‑immigrant work visas, and STEM OPT is not accepted.
Key Responsibilities- Design, develop, and implement dataflow applications to meet the needs of public health epidemiologists and informaticians.
- Design, develop, and implement information systems to gather, store, and process hundreds of millions of HL72.5.1 messages from an HIE/HDU, healthcare networks, hospitals, clinics, etc.
- Design, develop, and implement a performance‑critical database record for a billion‑row Syndromic Surveillance program.
- Design, develop, and implement a high‑throughput processing (ETL) system for semi‑structured HL7 data.
Minimum Qualifications: A bachelor’s degree or equivalent in computer science, information systems, mathematics, engineering, or a related field and at least two years of experience, education, or training in coding computer applications. Programming experience may substitute for education on a year‑for‑year basis.
Preferred Qualifications:
- 10+ years of coding experience in Java.
- 10+ years of experience security‑hardening internet‑facing software applications.
- 10+ years and expert level knowledge of SQL.
- 10+ years and expert understanding and use of HL7 message profiles.
- 10+ years of experience collecting and analyzing Syndromic Surveillance data.
- 10+ years of full lifecycle development, current within the last year, with special emphasis on Public Health Information Systems.
Position is located on‑site at the Nebraska State Office Building in Lincoln. No remote work or other office locations available. Current State of Nebraska employees must apply through Workday.
